IPv6 Deployment for Social and Economic Development in Latin America and the Caribbean

This research on the transition to IPv6 was conducted by Eng. Omar de León, Director of Teleconsult Ltda, coordinated, implemented and monitored by LACNIC and in accordance with the terms established by the Latin American Development Bank - CAF.This research is meant to provide the most comprehensive body of knowledge regarding all aspects affecting the transition to IPv6 in the LACNIC region.

The study covers multiple aspects: an analysis of the problems caused by IPv4 address exhaustion, advantages of IPv6 and methods for its deployment, the behavior of various players, economic issues and modeling of alternatives, best practices and success stories, among others. The main sections of the work are listed below:

  1. Primary and secondary indicators of the current status of the transition, based on multiple sources.
  2. Survey results showing the reasons behind the current status and trends.
  3. Results of interviews conducted in ten countries, providing consolidated information on the situation, trends and reasons why stakeholders are adopting certain actions aimed at transitioning to IPv6.
  4. Model for the economic comparison of transition alternatives for dealing with IPv4 address exhaustion. This model is discussed in Chapters 6 and 7.
  5. Only four countries were observed where the percentage of deployment among end users was greater than 1%: Bolivia, Brazil, Ecuador and Peru. Cases of operators identified as success stories are analyzed, along with other cases outside the region.
  6. Based on the analyses which were conducted, recommendations and guidelines are presented to help achieve the timely deployment of IPv6.

All of the above is summarized in a road map which seeks to encourage the region’s transition to IPv6, in combination with a training plan. The full report can be downloaded here.
