LACNIC Statutory Elections
Statutory elections are the mechanism through which LACNIC members elect the individuals who will make up the organization's governing and oversight bodies.
These processes are provided for and regulated by the LACNIC Bylaws, which establish the fundamental institutional rules governing its operations.
Through these elections, members participate in the renewal of statutory bodies such as:

Election Process
The goal of LACNIC's election processes is to ensure that member organizations elect, in a transparent, legitimate, and openly participatory manner, the individuals who will serve on the statutory bodies, in accordance with the provisions established in its Bylaws.
Member participation is essential to the institutional strengthening of LACNIC. By voting and engaging in the various stages of the election process, members help determine the composition of the organization’s statutory bodies.
Elections are conducted using a system designed to ensure security, accessibility, and participation of member organizations. The system is open source and therefore allows any interested party to audit and verify its operation.
Prior to each election process, LACNIC will publish an official call for nominations with information about the type of election (Electoral Commission, Fiscal Commission, or Board of Directors).
Call for Elections
The call for elections is the official announcement through which LACNIC communicates the opening of an election process and invites eligible member organizations to participate by submitting their nominations and casting their votes.
The call for elections provides information on the vacancies to be filled, the term of office, and other applicable requirements.
Nomination Requirements
In order to be nominated, individuals must meet the following requirements:
- They must be citizens of one of the countries or territories that are part of the LACNIC service region.
- It is not necessary for them to be part of the organization submitting the nomination. Self-nominations are allowed.
- They must meet the requirements set forth in the Bylaws.
The following statutory limitations must also be considered:
- No more than two Board members may be citizens of the same country.
- No more than one member per country may serve on the Electoral Commission and the Fiscal Commission.
- No more than one person with an employment or advisory relationship to the same organization or company may serve simultaneously on the Board of Directors.
Nominations may be submitted by any LACNIC member organization that meets the following requirements:
- The organization must be current on its annual membership fees.
- Nominations must be submitted through the organization's membership contact registered with LACNIC, IAR MX, or Registro.br, as applicable.
- Each organization may submit only one nomination.
In addition to the nominating organization, every nomination must be endorsed by two member organizations. Endorsing a nomination implies validating the submitted information and the candidate's suitability for the position they are seeking.
In order for endorsements to be valid:
- Organizations endorsing a nomination must be current on their annual membership fees.
- Each organization may endorse only one candidate.
- Endorsements must be submitted by the membership contact registered in the LACNIC database (endorsement implies validation of the submitted information and the candidate's suitability for the position they are seeking).
Each nomination must be supported by a total of three member organizations: one nominating organization and two endorsing organizations.
Nomination Procedure
Nominations must be submitted within the deadlines established in the election calendar.
Nominees must:
- Complete all required information regarding their profile, professional background, experience, and motivations.
- Accept the rules and regulations governing the election process.
- Authorize the processing of personal data required for managing and validating their nomination.
- Complete and pass the evaluations established for the position they are seeking, obtaining a score of at least 70%.
Each stage is mandatory and must be completed before proceeding to the next.
Once the nomination period has ended, the Electoral Commission will review each nomination to verify compliance with the requirements and validate eligible candidates, whose names will be published on the LACNIC website for participation in the voting phase.
Recommendations for Nominees
- Verify compliance with all applicable requirements prior to the nomination.
- Arrange the necessary endorsements in advance.
- Complete all required documentation within the established deadlines.
- Regularly check the election calendar and official communications.
Additional information
As part of the nomination process, candidates must accept the use, processing, and publication of their personal data, as well as the results of the corresponding evaluations, to enable their review and validation by the Electoral Commission.
Once the validation process has been completed, valid nominations will be published on the LACNIC website to inform the community.
Voting Method
LACNIC elections are conducted electronically through a platform specifically designed to ensure security, transparency, accessibility, and participation of member organizations. The system is open source and can therefore be independently audited and verified.
Member organizations that are current on their membership fees at the time the voters registry closes are eligible to vote.
Each organization has an institutional representative (membership contact) responsible for casting votes and receiving communications related to the election process.
Notification to participate in the voting stage will be sent through the MiLACNIC portal. In the case of organizations in Brazil, this notification will be sent by email.
The number of votes allocated to each member organization ranges from 1 to 11, depending on its membership category, which is determined based on the assigned address space.
Regulations for Positions in Statutory Elected Bodies
Statutory elections are governed by the LACNIC Bylaws, supplemented by regulations that define and organize applicable procedures, facilitating their implementation and ensuring a clear, transparent, and legitimate process.
This document and/or information has been drafted in Spanish, as Spanish is the official language of Uruguay, the country in which LACNIC is established and whose regulations it must comply with. Likewise, unofficial documents and/or information are also prepared in Spanish, as it is the language in which most of LACNIC’s advisors and staff communicate and work. Active “A” Members and Founding Members of LACNIC have the right to vote, in accordance with the statutory provisions in force
The Electoral Commission is responsible for overseeing and certifying election processes, including counting votes, determining results, and announcing elected candidates. In the event of a tie, the Electoral Commission will resolve the situation in accordance with the applicable regulations and procedures.
When there is only one candidate for a statutory position, the candidacy is put to a vote with the option to abstain, in accordance with the applicable regulations governing the election.
