Marcela Alejandra Orbiscay

INFORMATION ABOUT THE CANDIDATE:

  • Candidate's name: Marcela Alejandra Orbiscay

  • Biography: Marcela Orbiscay has a degree in Information Systems specializing in Telematics. She works at the National Council for Scientific and Technical Research (CONICET) in Mendoza, Argentina. She is a member of the National Technological University's ICT Research and Development Group (GridTICs), where she collaborates in research projects related to IPv6 and IoT.

Complementing her technical education, she has a degree in Public Administration and professional knowledge in public policy design, implementation, and evaluation.

She is currently a member of the Board of Internet Society Argentina and co-chair of the IETF Day Workshop at the Argentine IT Conference (Jornadas Argentinas de Informática). She is also a part of the LACNOG Program Committee and co-chair of the LACNOG IoT list. She serves as a mentor in LACNIC's Mentoring Program, which promotes the participation and leadership of women in the LACNIC community and the Internet ecosystem.

She has been actively participating in LACNIC and LACNOG meetings since 2011.

  • Reason for the nomination: Marcela Orbiscay has been a member of the R&D team at GridTICs in Mendoza, Argentina, for more than 13 years, during which she has proven to be an excellent collaborator, highly competent in the field of Internet standardization and governance. She is also especially committed to the principles for the creation of a healthy Internet for future generations.

Tomás Lynch

  • Candidate's name: Tomás Lynch

  • Biography: Tomás Lynch has a degree in electronics engineering which he obtained from the University of Buenos Aires, Argentina, and a master's degree in engineering management from Florida International University, USA. He has more than 25 years of experience in the field of telecommunications with a focus on the region of Latin America. His work has been mainly as a network engineer at ImpSat (currently Cirion), Ericsson, Globenet and Claro, and he is currently Senior Network Architect at Vultr. He regularly participates in LACNIC and LACNOG meetings, and has been a member of the LACNOG program committee and co-chair of the LACNIC Public Policy Forum for four years. His interests include the development of an open and comprehensive Internet in the region. He spends his free time with his family and collecting stamps is one of his hobbies

Salvador Bertenbreiter

  • Candidate's name: Salvador Bertenbreiter
  • Country of residence: Peru
  • Name of the organization: Perú IX (PIT Peru sac)
  • Biography: Salvador is co-founder and CEO of Peru IX and PIT Colombia, the neutral Internet Exchange Points of Peru and Colombia, respectively. He has more than 20 years of experience helping ISPs and WISPs in Latin America, Africa, and Europe to build a better Internet in their communities. Prior to this, he served in technical roles at Ubiquiti Networks for almost ten years and has also founded several ISPs in Chile and Ecuador.

  • Reason for the nomination: I would like to apply for this position to support the community in the development of new policies. My day-to-day activities involve a lot of contact with small and medium ISPs, so I have a very good understanding of their reality and would be able to contribute a new point of view. Question: Can you describe your participation to date, examples of proposals in whose discussions you have participated on the Policy list, etc.?

Answer: 

Dear Jordi, thank you very much for your question.

While I have not been an active participant on the LACNIC Policy discussion list in the past, I have been a subscriber for several years and always keep up with the topics that are being discussed.

I have actively participated in the LACNIC community since 2011, and this has provided me with a broad perspective and experience. During these years, I have attended several events and Policy Forums both in person and virtually. This has allowed me to obtain firsthand knowledge of the community's needs and challenges, as well as to participate in informal discussions regarding Internet governance in the region.

I coordinate working groups and participate in the LACNOG Program Committee, so I interact with a wide variety of actors, including Internet service providers, researchers, academics, and public sector representatives.

Combined with my technical knowledge, my training and experience in Public Administration provides me with a solid understanding of policy development, implementation, and evaluation, which I believe can be applied in a valuable way in LACNIC's policy discussion and development process. I am committed to actively participating and contributing my knowledge and skills for the benefit of the community.

I believe that my experience and training allow me to make a valuable contribution to LACNIC's policy development process, and I am motivated to work in collaboration with other members to improve the process, encourage the participation of new members, and promote diversity.

I have participated in various discussions as a listener and contributed specific comments during the last LACNIC event regarding policy LAC-2022-3 (Managing Recovered Resources that were originally part of the Reserve for Critical Infrastructure). Answer:

I have been co-chair of the PPF since 2019. During my term as co-chair, I have had the opportunity to learn more about the policy manual and the PPF process. Previously, I participated —or at least closely followed— different discussions, both via email and at the face-to-face forum. Some of the policy proposals that come to mind include LAC-2019-1, LAC-2018-9, LAC-2015-6, among others.
