Workshop: The Art of Moderating. Training for Future Chairs of the Public Policy Forum

Aimed at

Members of the LACNIC community interesting in learning about the Public Policy Forum chairs, their functions and the challenges they face.

Summary 

In addition to presenting the role of the Public Policy Forum chair, this workshop will offer participants practical tools to allow them to effectively chair work meetings and moderate forums, debates, and generally any process that involves collaborative decision-making.

Participants will learn to identify the true interests behind the positions raised during a debate, as well as how to define goals based on different expectations and close the discussion or debate. 

Contents of the Workshop

1. The role of the chair: flow of information. Preparation: prior analysis of the topics to be addressed. Structured meetings (with some flexibility): presentations and rules of operation. Active participation and exchange of opinions. Assessment of the status of a debate and the conditions for its closure.

2. Collective and individual interests: positions vs. interests. Legitimacy of individual interests and their relationship with the collective interest. What is it that people truly want? Why? What for?

3. Organizational goals: how to optimize the process in a context of competing interests. Assertiveness in discussions and analyses.

4. Creative options: proposals containing options to satisfy these interests. Optimal options at the service of the collective interest.

5. Difficulties that may arise. Hostile, apathetic or lay audiences. Complex speakers (positional, conciliatory, diplomatic, aggressive, wise, talkative, speakers who raises objections). Cognitive bias (commitment to initial position, overconfidence, illusion of superiority, optimism and control, confirmation bias, preference for the status quo, illusion of unanimity, groupthink).

Instructor

Gabriel Vallone is a Public Accountant and Economist and holds an MBA from the University of Barcelona, he studied Negotiation at Harvard Law School, and obtained a certificate in Strategic Decision and Risk Management from the Stanford School of Engineering. He has held management positions and served as a business consultant; in addition, for more than two decades he has taught courses and workshops and presented conferences on negotiation, persuasive communication, quality in customer service, leadership, and strategic decision-making, both at the academic level and within multiple companies.
