Attorney for the .CL domain name registry, which is managed by the NIC Chile Center of the School of Physical and Mathematical Sciences at the University of Chile. In this role, he has participated in and led projects related to the administration of the .CL domain and the development of its policies, with a particular focus on designing and implementing an Online Dispute Resolution (ODR) system.

His current work focuses on compliance with new legislation on personal data protection and cybersecurity, as well as litigation before the Superior Courts of Justice in matters related to access to public information. He also recently supported NIC Chile’s incorporation into the Latin American Artificial Intelligence Index (ILIA), led by the National Center for Artificial Intelligence (CENIA).

He has also been active in Internet governance initiatives, particularly those focused on capacity building and strengthening the sector. Among these efforts is the course “Internet Governance and International Relations,” developed in collaboration with the Institute of International Studies at the University of Chile, which has been offered in more than six editions.

At the regional level, he has been involved in LACTLD’s work for more than a decade. He served several terms as Secretary of the Association between 2012 and 2020 and, until June 2026, served for six years as President of its Board of Directors. He also actively contributes to coordination among regional organizations within the LAC Internet Technical Community. Over the years, he has supported and promoted projects aimed at strengthening regional cooperation, DNS stability, and capacity building, including the LACTLD Anycast Cloud, the Workshop for an Open, Secure, and Reliable Internet, the Unified Domain Search Engine, and the Measuring the DNS in the Region study.

He holds a Bachelor of Laws from the University of Zaragoza in Spain, a diploma in International Commercial Arbitration, and a Master’s degree in Strategic Communication from Pontificia Universidad Católica de Chile.
