The LACNIC Electoral Commission presents the candidates participating in this election process.
The following nominations were received for the position that will become vacant on 1st January 2026.
Biography:
Nayreth González is the former president of the Internet Society's Panama Chapter (ISOC Panama), an organization that seeks community collaboration to promote the open development and evolution of the Internet, its services, and content for the benefit of all.
She has a degree in Electronics and Telecommunications Engineering from the Technological University of Panama and a master’s degree in project management. She is also certified as a Professional Project Manager (PMP) by the Project Management Institute (PMI).
Together with members of the Internet Society (Panama Chapter), ISOC LAC, and LACNIC, she has worked on various initiatives to promote the adoption of MANRS, including capacity building and raising awareness about these standards among network operators, IXPs, and end-users. She has also collaborated with the Government of Panama to request the inclusion of MANRS as a requirement for operators providing telecommunications services to government agencies, among others.
Nayreth is a founding member of the Panama Network Operators Group (PANOG) and, together with local operators and RIPE NCC, participated in a program for hosting a K-root DNS server.
Reason for the nomination:
To participate in important decisions regarding the global management of Internet number resources, including port numbers, protocol codes, and other technical identifiers critical to the Internet's operation.
This is an opportunity to apply knowledge in networking, Internet protocols, and global technical resource management, while gaining experience in Internet governance.
Additionally, the committee's decisions have a direct impact on how Internet protocols function globally, so this would be a way to contribute to the development and stability of global Internet infrastructure.

Biography:
Marcela Orbiscay has a degree in Information Systems with a specialization in Telematics and a degree in Public Administration. She works at the National Council for Scientific and Technical Research (CONICET) in Mendoza, Argentina, where she articulates her technical and public management knowledge in science and technology-related projects with a regional focus.
For several years, she has been a member of the GridTICs research group at the National Technological University (UTN), where her work focuses on topics related to IPv6 deployment, the development of solutions based on the Internet of Things (IoT), and Internet governance, connecting academia with the needs of the regional technical community.
Marcela has been actively involved in the LACNIC and LACNOG community since 2011. She co-chaired the LACNIC Policy Development Process (PDP) for two years, supporting community discussions and helping implement its procedures.
Currently, she serves as co-chair of the IETF Day workshop at the Argentine Informatics Conference (JAIIO-SADIO) and on the IoT working group at LACNOG. She also serves as a mentor in LACNIC's Mentoring Program and is part of the LACNOG program committee. Additionally, she is a member of the Board of Directors of Internet Society Argentina.
Reason for the nomination:
I have been actively involved with LACNIC for many years, and I am motivated to continue collaborating from different roles. Submitting my nomination is a way to renew my commitment to a community I value, to which I belong, and with which I wish to continue building. I believe in the value of closely monitoring the processes that sustain the technical functioning of the Internet, and in doing so from a regional perspective.

Biography:
Hernán Arcidiácono has a degree in Electronics Engineering from Argentina's National Technological University, as well as a master’s degree in business administration.
Throughout his professional career, he has served in various roles as a specialist, manager, and director within the technical departments of different Internet service providers and data centers. Since 2013, he has been CTIO of IPLAN, a company he joined in 2000.
Since January 2009, Hernán is responsible for CABASE's IXP Buenos Aires, one of the multiple Internet Exchange Points that are part of the Argentine Internet Chamber.
Since its creation, he has also been part of LAC-IX, an organization that brings together the region's Internet exchange points.
He is currently part of LACNIC's Fiscal Commission, a position to which he was elected as a representative of our community. His term ends in 2026.
Hernán was a member of the Organizing Committee for the first edition of IGF Argentina which took place in Buenos Aires in 2016 and has participated as a panelist in several editions of this Forum.
He has presented at many participation spaces, evangelizing on the role of IXPs as a key component for Internet development in the region.
Lastly, his academic career includes serving as Assistant Professor at the National Technological University and later as Head Professor at the University of Palermo in their respective Schools of Engineering.
Reason for the nomination:
I have been actively involved in the LACNIC community since 2009 and have always sought to contribute with my knowledge and expertise. At this stage in my career, while I may no longer be as closely involved with certain technical aspects, my background in management and leadership positions makes me well-suited for oversight and audit responsibilities, like my current roles on the LACNIC and LAC-IX fiscal commissions. Based on both my professional experience and the knowledge I have gained within the community, I believe I can bring similar value to the Review Committee.
