Summary

Since its inception in 2004, FRIDA has played a key role in strengthening and advancing the Internet in the region. This program has provided financial and technical support to projects, initiatives, and solutions that address the various challenges faced by the region in areas such as Internet Stability and Security, Connectivity and Internet Access, and Open and Free Internet.

This second webinar of the 2023 cycle seeks to present some of the results and solutions generated by the projects of recent years and will be focused on the following:

Guilherme Ladvocat 

  • He has a degree in Computer Engineering and works with Computer Networks since 2010, with focus in large-scale and complex networks. Since 2014, he works in the Network Operations team for the Brazilian Academic Network (RNP). He has networking certifications such as CCIE R/S and others. In recent years he has worked on projects in multiple areas, such as: Security, Telemetry, IPv6, Automation and Data collection.

Lia Patricia Hernández Pérez 

  • Founder of IPANDETEC. She is a lawyer in Panama and Spain. She is a member of the Madrid Bar Association (ICAM). She studied a Master's in New Technologies Law at the University of Bologna, Italy. In 2008 she obtained an AECID scholarship to study a Master's in Telecommunications and ICT Law at the Carlos III University of Madrid, Spain, where she was also a professor. She is the director of Legal IT, the first legal boutique specialized in Digital Law in Panama and Co-founder of IPANDETEC, a Central American digital rights organization. She is a member of the Itech Law Association, Co-chair of the "International Association for Privacy Professional" for Panama and a member of the Ibero-American Data Protection Observatory with which she obtained a research award from the Basque Data Protection Agency. She is also a member of the program committee of the Internet Governance Forum for Latin America and the Caribbean and of the Research Council of the Global Forum on Cyberexpertise (GFCE).

  • Cybersecurity Specialist at CSIRT-CEDIA, Responsible for Project Management, Investigation, Information Security Event and Incident Management, Security Experience QA (SAST/DAST), SecDevOps, Ethical Hacking, Regulations (ITIL, ISO 27001/ 27002, 27701, 27032, 27035, GDPR).

Francisco Reinoso

  • Cybersecurity Engineer at CSIRT-CEDIA, Responsible for Information Security Events and Incidents management, Intrusion Detection and Prevention Systems (IDS/IPS) administration, SIEM, network analysis, vulnerability scanners, cybersecurity content development .
