Call for Nominations for Representatives to the NRO Number Council/ASO Address council from LACNIC Region.  

This is a public call for nominations to fill one (1) vacancy on the NRO Number Council (NRO NC) corresponding to the LACNIC region which will be created when Ricardo Patara ends his term on 31 December 2015.

The appointed representative will serve a term of three (3) years starting on 1st January 2016.

Members of the NRO Number Council fulfill the role of ICANN's ASO Address Council. The responsibilities of LACNIC's Representative to the NRO Number Council / ASO Address Council are detailed in the ASO Memorandum of Understanding, which is available at

Address Council Nominations Process

Any individual from the LACNIC region may be nominated in this process, with the exception of staff members of any Regional Internet Registry, members of LACNIC 's Board of Directors, and any individual having the same nationality as one of the ASO/AC members appointed by the LACNIC community and currently in office.

Self-nominations are allowed.

In order to be accepted, candidates must state that they are aware of LACNIC's policy development process, the role of the ASO AC, and the mechanisms through which the community can participate in these processes.

If the deadline for submission of candidates expires and no candidate meeting all the requirements above has been nominated, a new 15-day nominations period will be announced during which the restriction regarding candidates' country of origin shall not apply.

Should a member of the ASO AC be elected to LACNIC's Board of Directors, said member shall resign from the ASO AC before taking office on the Board.

Only candidates from the LACNIC region will be accepted. The deadline for submitting candidate nominations, accepting nominations and fulfilling the remaining requirements set forth below will expire on 14 April 2015 at 00.00 UTC.

As nominations are received, candidate names will be informed on our website. Expressions of support must also be submitted during this period (until 14 April 2015). Only candidates who receive at least 5 expressions of support will be able to run in the election.

Elections - Public Policy Forum

The election will be held during one of the LACNIC Public Policy Forum sessions to be held in Lima, Peru.

? Anybody in the room at the time of voting may cast their vote, provided they have registered to attend the Forum and represent countries within the LACNIC service region.
? Each voter may check 1 candidate name on the ballot. Each check mark will represent one vote.
? Voting is anonymous.
? A three-member commission appointed during the Public Forum will be in charge of counting the votes. Candidates may not be a part of the Commission appointed to conduct the vote count.
? Once the votes have been counted, the candidate that received the highest number of votes will be announced and will serve as LACNIC representative to the NC for a period of three years starting on 1st January 2016 and ending on 31st December 2018.

IN CASE OF A TIE: In case of a tie, a new voting round will be held among those candidates that obtained the highest number of votes.

The following additional information is provided to help the community better understand the process:

1. The Address Supporting Organization

The ASO was created through a Memorandum of Understanding (MoU) that was executed on October 18, 1999 between the three existing Regional Internet Registries (RIRs) and ICANN. This MoU was endorsed by LACNIC on October 31, 2002 when LACNIC got its official recognition. In October 21st 2004, a new MoU was signed by ICANN and the Number Resource Organization on behalf of the Regional Internet Registries. Under this new MoU, the NRO Number Council performs the function of the ASO Address Council.

The main function of the ASO is to make recommendations to ICANN Board and participate in the development of global polices regarding IP address matters.

Normally, proposals for global policies within the area of ASO responsibility will be developed within context of the RIRs' policy development forums, and then forwarded to ICANN through the ASO. Submissions by interested parties and other ICANN bodies will also be considered by this organization.

The ASO is responsible for the appointment of two (2) Directors to ICANN, in accordance with ICANN's bylaws.

The ASO conducts its business in an open and transparent fashion.

2. The Address Council

The Address Council is responsible for managing the business functions of the ASO. Each RIR selects three (3) individuals to serve as members of the Address Council. One of them is appointed by the Board of each RIR and the others two are elected through an open call for nominations and voted during the Open Policy Forum of each RIR.

The other major role of the Address Council is the appointment of Directors to the ICANN Board of Directors. The Address Council follows the procedures described in the MoU, using an open call for nominations and an open process of selection.

3. The Role of Members of the Address Council

Members of the Address Council will not receive any compensation or reimbursement of expenses from the ASO. They will not be indemnified by the ASO, nor will the ASO obtain insurance coverage relating to the liability of the actions of members of the Address Council.

Council members will not represent any RIR, nor act as a representative of any other body. The Council members are appointed in their individual capacity, and their membership shall not be proxied by any other individual or organization.

Upon request, LACNIC will pay ASO AC meeting travel expenses for the three representatives it votes onto the Address Council.
