Staff Biographies

Ernesto Majó 

Ernesto Majó is Deputy Executive Director at LACNIC, where he works to build collaborative and productive working relationships across the organization and articulates institutional relations, regularly representing LACNIC in Internet governance forums and processes as well as within the various industry spaces.

Ernesto has held positions of growing leadership, always contributing to LACNIC's development and consolidation, while at the same promoting the strengthening and continued development of the regional community. After having joined the organization in 2003 as the first coordinator of the FRIDA Program, he served as Acting Executive Director from June 2014 to February 2015.

Among other roles, he has been responsible for managing the relationships and communications with the different stakeholders, articulating institutional cooperation projects and their funding, developing alliances, and the external training program. 

Before joining LACNIC, Ernesto held positions of responsibility in the management and operation of institutions involved in technology transfer and research in the Uruguayan agricultural sector. He was also a consultant for the Food and Agricultural Organization (FAO) and the Inter-American Development Bank (IADB).

Carlos Martínez 

Carlos Martinez-Cagnazzo is CTO of LACNIC, the Internet Address Registry for Latin America and the Caribbean. 

He has been involved in the promotion of IPv6 and DNSSEC adoption, as well as in Resource Certification (RPKI) implementation and deployment. He has actively participated in various regional and global technology, standardization, and Internet governance forums.

While already at LACNIC, Carlos collaborated in the expansion of capacity building programs such as +RAICES and the promotion of Internet Exchange Points (IXP). 

His areas of interest include Internet measurements with a focus on the benefits of Internet Exchange Points (IXPs), security of the elements that are essential to the Internet, such as domain name routing and security, as well as DDoS attack mitigation and DNSSEC deployment.

Carlos has a degree in Electrical Engineering and began his professional career in IP network planning and operation. From 2005 to 2010, he worked exclusively in the field of computer security, in particular, helping to create his country's first Computer Security Incident Response Team (CSIRT). Carlos has also taught Computer Security and Computer Networks in different universities in Uruguay.

Alejandro Acosta 

Alejandro Acosta is currently R&D Coordinator at LACNIC and a member of a number of Internet related organizations. He has three specializations in the field technology from the Universities of Michigan and Maryland. 

He has previously chaired LAC-TF (the Latin American and Caribbean IPv6 Task Force), served as Support and IT Manager at British Telecom (BT), and been a member of LACNIC's Electoral Commission. He has coordinated the annual FLIP-6 meeting and the Latin American IPv6 Forum. He has also been teaching TCP/IP and Open Source at Universidad Nueva Esparta for more than ten years. 

Alessia Zucchetti 

Alessia is currently Research and Cooperation Projects Coordinator at LACNIC. For the last eight years, she has worked in research, international cooperation, and regional and international capacity building in digital technologies and governance, the Internet ecosystem and related policies.

Prior to this, she worked with the Ceibal Foundation in Uruguay, where she was involved in Education and Digital Technology projects and research; the European Commission's Directorate General for Communications Networks in Belgium, where she worked on digital policy and innovation in ICT; and Forlì's Europe Direct Centre, part of the European Commission's regional information and communications network in Italy. She has also been part of various working groups and collaborated with different international organizations such as the T20 (G20), UNESCO, IDB, HundrED (Finland), CAF, Global Campus of Human Rights, and others. 

She has a master's degree in Mass Media and Politics from the University of Bologna, Italy, as well as a bachelor's degree in International Relations from Universidad de la República, Uruguay.

Alfredo Verderosa

Alfredo Verderosa has been Chief Services Officer at LACNIC since 2015.

He obtained a degree in Business Administration from Universidad de la República in Uruguay. He also completed a master's degree in Administration with an emphasis in Marketing at ORT University and the Senior Management Program at the University of Montevideo's IEEM business school. 

He has more than 20 years of experience leading teams in multinational Latin American and Caribbean organizations, with a focus on commercial, financial, customer service, and service logistics management.

César Díaz 

César Díaz is currently Head of Telecommunications Affairs at LACNIC. As such, he represents LACNIC in global and regional Telecommunications and Internet Governance forums. 

He was responsible for the Technical Secretariat of the Latin American and Caribbean Internet Governance Forum (LACIGF).

He was also part of the LACNIC Technical Forum Program Committee, where he evaluated proposed papers and presentations on topics related to cybersecurity, network interconnection, and IPv6 deployment. 

He was in charge of the Rapporteurship on interoperability, infrastructure, connectivity, numbering, services, and applications, including Internet and international connectivity, of Permanent Consultative Committee 1 (CCP.1) of the Inter-American Telecommunications Commission (CITEL) of the Organization of American States (OAS).

Díaz is a promoter of joint actions for institutional and academic cooperation in research and community services which contribute to the approach associated with digital education for the use of ICT, IPv6 deployment, the promotion of Internet Exchange Points (IXPs), and increased participation of Latin America and the Caribbean in governance issues. 

Graciela Martínez

Graciela Martinez has a degree in Computer Engineering from the School of Engineering of Universidad de la Republica and a Diploma in Telecommunications and Networks from ORT University, both in Uruguay.

She is currently Head of LACNIC CSIRT, the team tasked with coordinating the services needed to reinforce computer security incident response capabilities in case of incidents involving Latin American and Caribbean Internet resources. 

In addition, she coordinates IT security conferences and training courses for the purpose of disseminating technical knowledge on how to manage security incidents and strengthening trust among the regional community as well as with other international technical communities.

Graciela has more than 25 years of experience in IT, more than 15 of which have been dedicated to activities related to computer security and its dissemination, both within the Latin American and Caribbean CSIRT community and with other international Internet security communities. 

Guillermo Cicileo

Guillermo Cicileo is currently Head of Internet Infrastructure Research and Development at LACNIC. He is a member of the LACNOG board and coordinates the Training Task Force. In addition, he is part of the LACNIC Technical Forum program committee. 

Until 2015, he was General Coordinator of RIU, the Argentine national university network.

He actively participated in the creation of RedCLARA (Latin American Cooperation of Advanced Networks) and was a member of the project's initial Technical Commission.

He was involved in the Internet in Argentina since its early days, working as part of both the academic sector and Internet Service Providers. He has collaborated with the most relevant organizations promoting Internet development and been involved in LACNOG meetings and the region's major Internet related activities and forums.

His work has been linked to national and international scientific and academic networks, areas in which he was involved for more than 15 years. His professional background includes leading Argentina's first connection to the Internet and advanced networks, as well as the country's incorporation to RedCLARA.

Guillermo Pereyra 

Guillermo Pereyra is currently security analyst at LACNIC CSIRT, the team responsible for the coordination functions needed to strengthen response capabilities in case of incidents involving Internet resources in Latin America and the Caribbean. 

He is studying Electrical Engineering with a focus on telecommunications at the School of Engineering in Uruguay. He has six years of experience working on security incident response at the national Uruguayan ISP.

Laura Kaplan

Laura Kaplan has been part of the LACNIC staff since 2012. She is currently Manager of Development and Cooperation, the department responsible for leading actions to grow and consolidate the regional technical community. Her responsibilities include the integral coordination of the two annual LACNIC events, the coordination of the online CAMPUS and Technical Training Center (campus.lacnic.net), the Policy Development Process, as well as cooperation and research projects such as FRIDA, FORT Validator, the organization's Mentoring Program, and others.

Before joining LACNIC, she served as Institutional Development Coordinator at CIPPEC, the most important public policy think tank in Argentina. She has a degree in Political Science and Government from Torcuato Di Tella University and completed professional training programs at the Austral University Business School - IAE Business School (Executive Training Program), as well as the Women in Leadership program at Columbia University.

Mariela Rocha

Mariela Rocha holds a degree in Information Systems Engineering from Universidad Tecnológica Nacional, Argentina.

She was director at Redes de Interconexión Universitaria Asociación Civil, an organization that brings together all national Argentine universities. She was also part of the Latin American IPv6 Forum Evaluation Committee and chaired the Latin American and Caribbean IPv6 Task Force as well as the Latin American IPv6 Forum from 2006 to 2011.

Mariela has taught multiple training courses on IPv6 for Argentine universities, Internet Service Providers, and other public and private organizations. She has also presented on this topic at various events across the region, including the School on Internet Governance, LACNIC / LACNOG, IPv6 tours, and others.

She co-authored the book "IPv6 for All," a project by the Internet Society Argentina Chapter, which was published in multiple languages and distributed not only in Latin America but also in other regions worldwide. She also co-authored the book "IPv6 for Network Operators," once again with the Internet Society Argentina Chapter.

She first began working with IPv6 in 2003, participating in workshops and training activities organized by Florida International University (FIU), while working at Red Teleinformática Académica (RETINA), where she contributed to the consolidation of IPv6 deployment.

Miguel Ignacio Estrada

Miguel Ignacio Estrada has been Strategic Relations Manager at LACNIC. He has a degree in Information Systems from the University of Buenos Aires, Argentina. Prior to joining LACNIC, he served as General Manager at LACTLD, worked with the Argentine Ministry of Modernization, was Communications Manager at NIC Argentina, and held various positions in companies such as IBM, HP, and Petrobras.

He has extensive experience in the Internet governance sector and is well acquainted with the Latin American and Caribbean Internet community.

Paula Oteguy

Paula Oteguy is currently serving as Multistakeholder Engagement Coordinator at LACNIC.

She has a degree in International Relations from Universidad de la República, Uruguay. She has also completed different courses in the field of Internet Governance. 

Paula accompanies and promotes the development of the LACNIC Leaders 2.0 Program, the Registry's flagship initiative which supports the coordinators of national, regional, sub-regional, and youth IGF initiatives (NRI).

Kevon Swift 

Kevon is a multi-faceted, multilingual stakeholder engagement professional with more than fourteen years' experience in digital policy issues and Internet Governance. As Head of Public Safety Affairs at LACNIC, he has oversight of public safety matters in addition to Caribbean Internet development. 

He spearheads engagements with government stakeholders, international organizations, law enforcement and other stakeholder groups. Kevon was responsible for establishing LACNIC On the Move (LOTM) - the revolving public awareness campaign on Internet number resources and Internet Governance across Central America and the Caribbean, and the LÍDERES Programme - a grants and mentorship initiative to promote Internet Governance research from across Latin America and the Caribbean.
