RPKI PROGRAM MANAGER (NRO)

The Number Resources Organization (NRO) is seeking a Resource Public Key Infrastructure (RPKI) Program Manager who will work collaboratively with representatives from the world’s Regional Internet Registries (RIRs), with the global goal of increasing the trust and security of routing decisions. The purpose of the RPKI Program Manager role is to establish shared objectives for the RPKI program, identify key-results and co-ordinate the shared initiatives and projects, ensuring that the global strategic priority for RPKI is adequately scoped, planned, resourced, and governed. This role will co-ordinate between the RIRs as well as various RPKI steering and interest groups in various regions to ensure that program delivery meets stakeholder expectations.

About The Number Resource Organization

The NRO was established in 2003 as a coordinating body for the world’s RIRs. The five RIRs manage the distribution of Internet number resources (IP address space and Autonomous System Numbers) within their respective regions. The NRO’s vision is to be the flagship and global leader for collaborative Internet number resource management as a central element of an open, stable and secure Internet. The NRO’s mission is to coordinate and support joint activities of the RIRs to provide and promote the Joint Internet Numbers Registry. The five year strategy, reviewed in 2022, is to develop and maintain a resilient, efficient, and influential global body for collaborative Internet number resource management. An RPKI program was identified as having a strategic impact on the collective RIRs, led by the newly created role of RPKI Program Manager.

Required Qualifications and Skills

  • Minimum bachelor’s degree in a related field, preferably computer science or equivalent work experience.
  • 10+ years experience leading complex projects and programs that involved the management of diverse and globally distributed teams and contributors.
  • Internet and/or Telecommunication and Public Sector industry experience.
  • Experience working with Internet and networking technical SMEs as well as government and non-government industry stakeholders.
  • Agile or similar accreditation/certification preferred, to include depth of experience in setting up and maintaining program and project management tools and processes.
  • Excellent English written and oral communication and presentation skills, advanced computer literacy and ability to multitask.
  • Ability to work independently and collaborate broadly in a global environment demonstrating strong organizational skills.
  • Resilient and versatile in an ever changing environment.
  • Willingness and ability to frequently travel around the world.

Primary Duties and Responsibilities

The RPKI Program manager will be responsible for:

  • Identifying and managing stakeholders up to NRO EC level, Coordination Groups, Steering Groups and key RIR stakeholders.
  • Coordinating the development of stakeholder engagement plans to support the communication of program information and decisions.
  • Leading the development and implementation of the program strategy for the Resource Public Key Infrastructure (RPKI) based on the shared objectives of the five RIRs.
  • Creating, establishing, and managing the objectives and associated scope, timelines, activities, resources and budgets of the Program.
  • Establishing and maintaining ways of working to ensure effective governance, using an appropriate program and project management methodology.
  • Ensuring a highly collegiate and collaborative working environment across the nominated RIR stakeholders and representatives, ensuring that roles and responsibilities are clearly defined within the program delivery structure.
  • Anticipating complex issues, challenges, and opportunities, and ensuring integration and co-operation with the NRO EC and the wider RIR community, managing and mitigating risks and managing dependencies and issues.
  • Reporting to the NRO executive on progress, status, risks, assumptions, issues, dependencies, and escalation matters.
  • Proactively facilitating working groups and network sessions to ensure the correct Subject Matter Experts (SME’s) are engaged and contributing to deliverables and outcomes.
  • Ensuring the effective engagement of the RPKI Steering Group.
  • Driving the governance and management process via best practices of project and program management methodologies.
  • Motivating stakeholders and project team members to commit to the shared objectives.
