Call for Nominations for a LACNIC Region Representative to the Review Committee

This is an open call for nominations for to fill one (1) seat on the IANA Numbering Services Review Committee (RC) corresponding to the LACNIC region, which will be vacated when Glenn Peace completes his term (31 December 2019).

The elected representative will serve a two-year term starting on 1st January 2020.

Role and functions:

Under the Service Level Agreement for the IANA Numbering Services, the Internet Number Community forms a Review Committee. The function of this RC is to advise and assist the NRO EC in its periodic review of the service level of the IANA Numbering Services provided to the Internet Number Community.

Members of this committee serve on an honorary basis, without receiving compensation for their services. Likewise, members of the RC will not receive from LACNIC or from the NRO any compensation or reimbursement of expenses for their services.

While it is not expected that members of the RC will have to travel to perform their role, if it were necessary for them to do so, LACNIC will cover the transportation and accommodation costs for LACNIC region representatives to attend the events where their participation is required so that they can exercise their functions on behalf of the LACNIC Community.

Result

If this extension to the nomination period expires and there are still no candidates meeting all the requirements, the LACNIC Board will appoint the RC member, taking into consideration the requirements specified for the position.

In accordance with the provisions of the call for the nomination of candidates to serve on the NRO Review Committee, the LACNIC Board has appointed Nathalia Sautchuk to fill the position of community representative for the term beginning on 1st January 2020 and ending on 31st December 2021 .

  4. In-person election: 8 October 2019, at the Public Policy Forum during LACNIC 32 LACNOG 2019
  5. Results are published: 9 October 2019
  6. If the deadline for candidate nominations expires and no candidates meeting all the requirements have been nominated, an additional 15-calendar day nomination period will be announced.
  7. Nominations close: 18 September 2019 (18:00 UTC)
  8. List of candidates (in alphabetic order) and corresponding expressions of support are published: 24 September 2019

Who can be nominated? How are nominations submitted?

  1. Any citizen of the LACNIC region may be nominated to this position, except the employees of any of the Regional Internet Registries, members of LACNIC's Board of Directors, and any individual having the same citizenship as one of the RC members elected by the LACNIC community and currently in office*.

* The community representative currently serving on the Review Committee is a citizen of Uruguay. This means that the citizens of this country can only nominate candidates of that are citizens of other countries of our region.

  1. Self-nominations are allowed.
  2. In order to be admitted, candidates must state that they are familiar with the Service Level Agreement  (SLA) for the IANA Numbering Services, as well as with the Numbers Community proposal for the IANA transition.
  3. Only candidates who receive two (2) expressions of support from citizen of the LACNIC region, before expiry of the corresponding deadline, may run in the election.
  4. Candidate information (acknowledgment of their nominations, expressions of support, candidate bios) will be published on LACNIC's website.
  5. If the deadline for candidate nominations expires and no candidates meeting all the requirements have been nominated, an additional 15-calendar day nomination period will be announced.
  6. If this extension to the nomination period expires and there are still no candidates meeting all the requirements, the LACNIC Board will appoint the RC member, taking into consideration the requirements specified for the position.
  7. If only one candidate meets the requirements, it will not be necessary to hold the election, but the LACNIC Board must still ratify such candidate's appointment.
  8. Should failure to perform their duties affect the operation of the RC, the LACNIC Board may decide the removal of any member of the RC. The Board will publish the reasons for the removal and will appoint a temporary substitute member within a maximum of two weeks. This temporary substitute member will serve on the Committee until the following election.
  9. Should a member of the RC be elected to the LACNIC Board, such member must resign from the RC before taking office on the Board.

Who can vote? How does voting take place?

  1. Voting takes place at a meeting of the Public Policy Forum during one of LACNIC's annual events.
  2. Anyone who is present in the room when voting begins may vote.
  3. Each voter may check the name of one 1 (one) candidate on the voting sheet. Each checkmark will be considered a vote.
  4. Votes are anonymous.
  5. A three-member commission appointed during the Public Forum will be responsible for counting the votes. Candidates may not be part of this commission.
  6. Once the votes have been counted, the candidate with the highest number of votes will be proclaimed LACNIC region representative to the RC.
  7. In case of a tie: In the event of a tie, a runoff vote will be held among the candidates with the highest number of votes, excluding all other candidates.
