Cooperation Agreements
This document and/or information was originally written in Spanish, the official language of Uruguay, the country where LACNIC is legally incorporated and whose laws and regulations LACNIC must meet. Likewise, unofficial information and/or documents are also written in Spanish, as this is the language in which most of LACNIC's collaborators and officers work and communicate. We do our best to ensure that our translations are reliable and serve as a guide for our non-Spanish-speaking members. However, discrepancies may exist between the translations and the original document and/or information written in Spanish. In this case, the original text written in Spanish will always prevail.
Since its inception, LACNIC has promoted an active cooperation policy that has allowed it to consolidate as an organization and fully fulfill its core mission of managing Internet number resources for Latin America and the Caribbean.
At the same time, the implementation of various agreements and cooperation activities has contributed to the development of regional organizations (institutionality) and to strengthen regional infrastructure, leading LACNIC to occupy a central role in the development and growth of the community and the Internet in the region.

Collaboration agreement with the Latin American Cooperation of Advanced Networks (CLARA), a regional non-profit organization comprised by the academic networks of the countries in the region. Under this agreement, LACNIC is committed to providing CLARA with administrative and logistical support, allowing its consolidation and optimizing the use of the resources of the regional Internet community. CLARA was the first organization to join what we currently call “Casa de Internet for Latin America and the Caribbean”.

ECOM-LAC is the Latin American and Caribbean Federation for Internet and Electronic Commerce and one of LACNIC's six founding members. Under this agreement and its corresponding updates, LACNIC provides administrative support for the organization's institutional operation. ECOM-LAC is one of the first organizations to join “Casa de Internet for Latin America and the Caribbean.”

Under this cooperation agreement with ORT University of Uruguay, undergraduate and postgraduate Software Engineering students can conduct research on various technical aspects related to the Internet.

This agreement with the School of Engineering at Universidad de la República (UDELAR) was part of our initial cooperation efforts with local universities. Under this agreement, LACNIC sought to encourage the participation of Network Engineering students and professionals in the technical discussions shaping the regional Internet, while promoting the development of professional skills and knowledge.

Collaboration among technical organizations is a very important and peculiar feature of the Internet and a key reason for its global success. Therefore, from the very beginning, LACNIC had the support of the existing RIRs who shared their knowledge and experiences. This made it easier to comply with the technical and operational requirements and obligations that the new registry had to meet to serve the Latin American and Caribbean community. Specifically, this particular agreement with the RIPE NCC allowed the code developed by the RIPE NCC to be used by LACNIC in the implementation of RPKI.

The founding communities of LACTLD and LACNIC are closely related, which has naturally fostered collaboration between both organizations. This agreement establishes the conditions for LACNIC's administrative support, including at a certain stage the physical space for their staff. LACTLD was one of the first organizations to join what we now call “Casa de Internet for Latin America and the Caribbean.”

LACNIC's collaboration with LACTLD is consistent and ongoing, which is reflected in the joint organization of workshops, events, and other activities of interest to our respective communities.
This agreement establishes the role of the entities “managing” the LACTLD Anycast Cloud project, in which LACNIC is one of three entities fulfilling this role.

This agreement formalizes LACNIC's collaboration with LAC-IX, a new regional technical organization that focuses on the operation of Internet exchange points (IXPs). LAC-IX also joined Casa de Internet.

Under this Memorandum of Understanding, LACNIC and the Organization of American States Secretariat for Multidimensional Security (OAS SMS) established a framework for general cooperation and mutual recognition of their roles and contributions in the field of Internet security and stability in Latin America and the Caribbean.

The RIPE NCC has collaborated with LACNIC since the start of the process to establish a regional registry for Latin America and the Caribbean. Under this MoU, cooperation on issues of mutual interest to both RIRs was formally established. Among other things, it has allowed the deployment of anycast copies of the K-root server operated by the RIPE NCC in the infrastructure of entities in our region.

The Central American Technical Commission on Telecommunications (COMTELCA) is a regional organization comprised of the region's telecommunications regulators. LACNIC regularly participates in their meetings and technical working groups, contributing to a better understanding of LACNIC's role, as well as the technical principles behind the Internet. Among other things, this agreement has made it possible to organize multiple training activities for professionals in the region, both government officials and network operators.

As part of the +Raíces project, LACNIC has promoted the installation of new instances of DNS root servers across the region. An example of this is the agreement with NetNod, the operator of the 'I’ root server, which has enabled the installation of anycast copies of the I-root server.

The Latin American and Caribbean Network Operators Group (LACNOG) was founded in 2010 to promote the sharing of technical knowledge and experiences among network operators in the region. LACNIC has supported this initiative from the start, and the second annual event organized by LACNIC is held jointly with LACNOG.

As part of its strategy to strengthen regional Internet infrastructure, LACNIC signed a memorandum of understanding with the University of Southern California Information Sciences Institute (USC/ISI) B-Root Team to renumber the “B” root server and the deployment of anycast instances (copies) in the region.
