Dear Dr. Lynn:

The intent of this report is to provide you and the ICANN Board of Directors a summary the intended actions to be taken by ARIN and LACNIC to complete the activation of a Regional Internet Registry (RIR) in the Latin American area. This report presupposes that the ICANN Board of Directors will approve final recognition at its meeting scheduled during the week of 28 October - 1 November 2002. Based on this approval date, we anticipate an activation date of LACNIC as a fully operational Regional Internet Registry (RIR) on 18 November 2002. To meet this date representatives from ARIN and LACNIC have refined the planning necessary to identify the activities required in this final stage. Attached is a document which provides the details of this plan. You will note that in this plan there are provisions for the transfer of data bases and other records which will establish an audit trail from ARIN to LACNIC. 

These final activities will commence on 1 July 2002.

Addendum 
ARIN - LACNIC Transition Plan

Introduction 

This document is an addendum to the Transition Plan. It describes those actions necessary to complete the transition of Registry and Association operations of the customer base from ARIN to LACNIC for the emerging LACNIC Regional Internet Registry. This document assumes that final recognition of LACNIC by the ICANN Board of Directors will occur at the ICANN meeting in late October 2002 and that LACNIC would begin independent operations on 18 November 2002. The functions included in this plan addendum are:

  • Registration
  • DNS reverse lookup zone administration
    • In-addr.arpa zone
    • Ip6.arpa zone
  • Record Migration
    • Current
    • Archive
  • Business and Accounting

Several of these tasks will require the transfer of official records from ARIN to LACNIC. Those transactions will be documented via letters of transfer from ARIN to LACNIC and with an acknowledgement of receipt from LACNIC to ARIN. This will provide a basis for the audit trail of these records showing a continuous custody of the records by a recognized Regional Internet Registry. The language of these letters will be English. 

Registration 

The registration process described for Phase II of the transition plan consists of the following:

  • Applicants use ARIN templates.
  • Applicants submit requests to ARIN.
  • ARIN sends the templates to LACNIC for evaluation.
  • LACNIC evaluates the request.
  • LACNIC submits the evaluation to ARIN for second opinion.
  • ARIN evaluates LACNIC evaluation.
  • ARIN makes allocation determination.
  • ARIN completes the registration action.

This sequence will be modified as depicted below:

  • Applicants use LACNIC templates.
  • Applicants submit requests directly to LACNIC.
  • LACNIC evaluates the request.
  • LACNIC makes an allocation determination.
  • LACNIC will submit the request evaluation and the allocation determinationto ARIN for a second opinion.
  • Upon concurrence from ARIN, LACNIC will complete the registration action.

This activity will commence 22 July 2002. Prior to this start date LACNIC templates will be prepared and an

announcement will be sent to the ARIN Announce email list. The data base records to support this activity will be entered into the LACNIC database effective 22 July 2002. They will have been conditionally transferred in accordance with the records migration portion of this document. 

DNS Reverse Lookup Zone Administration 

Administration of the DNS reverse lookup zone for the LACNIC portion of the address space transition will occur in two steps. These steps encompass IPv4 and IPv6 address space that are in sub domains of in-addr.arpa and ip6.arpa respectively.

Step 1 is the transition of the technical operation of the zone.

The servers that are identified do not have to be separate servers for the IPv4 and IPv6 address space. The DB records that are modified are the records that pertain to the parent domains of the LACNIC sub-domains. The zone files will be maintained based on information contained in the registration data base at LACNIC.

Step 2 is the transfer of the administrative authority.

Letters of transfer will be used to convey the administration of the zones from ARIN to LACNIC. These letters of transfer will clearly identify the zones that are being transferred. Identification will consist of the fully qualified domain name of the zone and the serial number of that zone as represented in the Start of Authority record for the domain. The letters will be prepared in two (2) original copies. The transfer portion will be signed by the CEO of ARIN. The receipt portion will be signed by the CEO of LACNIC. These letters will be transfer operational custody. Final administrative custody will be conveyed by the final letter of transfer that recognizes the completion of the transition and the operational start up of LACNIC. 

Record Migration 

Letters of transfer will be used to convey the records pertaining to the LACNIC region that currently reside in the ARIN Registration data base and the ARIN accounting data base. The letters will be prepared in two (2) original copies. The transfer portion will be signed by the CEO of ARIN. The receipt portion will be signed by the CEO of LACNIC. These letters will be transfer operational custody. Final administrative custody will be conveyed by the final letter of transfer that recognizes the completion of the transition and the operational start up of LACNIC. 

Electronic records will be identified by file name and system date-time of the file. File veracity will be accomplished by the accompanying checksum file of the data file and the MD5 hash of the checksum file. Both of these files will be identified by their respective file name and system date-time. 

Paper records will be marked for identification by the use of sequential numbers. Copies will be made of each record to be transferred. The original will remain at ARIN. The copy will be conveyed to LACNIC.

The migration of the business and accounting activities relative to the address space in the emerging LACNIC region will occur in 3 stages:

Commencing 22 July 2002 any customer from the emerging LACNIC region who receives any service will be required to complete a RSA with LACNIC. This RSA will be in addition to the one that the customer has with ARIN. If this customer is a new member then they will be required to complete both an ARIN RSA and a LACNIC RSA. A cover letter that specifies the efficacy dates of the RSAs will accompany these RSAs. 

The billing function will be installed in three steps to facilitate testing and integration with the registration system. The billing system will be installed on 6 August 2002. The billing tracking system will be installed on 13 August 2002. The current accounting records will be transferred to LACNIC following the procedure described for records migration. 

On 2 September 2002, customers in the emerging LACNIC region will begin to receive invoices from LACNIC. Monies will be payable in US dollars. All monies collected by LACNIC will be transferred to ARIN. ARIN in turn will return a portion of those monies to LACNIC to help sustain LACNIC operations. Upon final recognition, the transfer of monies will cease. The target date for the cessation of money transfer is 18 November 2002.
