    "<h3>Santiago de Chile, 22 de agosto de 1999</h3>\n<h4>Introducci&oacute;n</h4>\n<p>El Registro de Direcciones de Internet para Am&eacute;rica Latina y Caribe (LACNIC), es la organizaci&oacute;n que administra el espacio de direcciones IP, N&uacute;meros de Sistemas Aut&oacute;nomos (ASN), resoluci&oacute;n inversa y otros recursos para la regi&oacute;n de Am&eacute;rica Latina y el Caribe (LAC) en nombre de la comunidad Internet.</p>\n<h4>Objetivos</h4>\n<ol>\n<li>Proveer servicios de registro de direcciones IP, ASN, resoluci&oacute;n inversa y sus recursos asociados, con el prop&oacute;sito de permitir y facilitar las comunicaciones a trav&eacute;s de redes inform&aacute;ticas.<hr /></li>\n<li>Representar y promover los puntos de vista e intereses de la regi&oacute;n ante organismos internacionales, en el &aacute;rea de su competencia.<hr /></li>\n<li>Colaborar en el crecimiento de Internet en Latinoam&eacute;rica y el Caribe.<hr /></li>\n<li>Asistir a la comunidad latinoamericana y caribe&ntilde;a en el desarrollo de procedimientos, mecanismos y est&aacute;ndares para la asignaci&oacute;n eficiente de recursos de Internet.<hr /></li>\n<li>Promover oportunidades educacionales a sus miembros en &aacute;reas t&eacute;cnicas y pol&iacute;ticas de su competencia.<hr /></li>\n<li>Proponer y desarrollar las pol&iacute;ticas p&uacute;blicas en el &aacute;rea de su competencia.<hr /></li>\n</ol>\n<p>LACNIC tendr&aacute; los siguientes lineamientos:</p>\n<ul>\n<li>Ofrecer un servicio de alta calidad, con est&aacute;ndares de neutralidad e imparcialidad.<hr /></li>\n<li>Funcionar como organizaci&oacute;n no lucrativa con un directorio elegido por los miembros.<hr /></li>\n<li>Establecer mecanismos para que el proceso de definici&oacute;n de sus pol&iacute;ticas involucre una amplia participaci&oacute;n de sus miembros: acad&eacute;micos, comerciales, ONGs y otras entidades involucradas con Internet.<hr /></li>\n<li>Definir mecanismos para prevenir que alg&uacute;n miembro, grupo de miembros o terceros, est&eacute;n en posici&oacute;n de tomar el control de los asuntos relacionados con LACNIC.<hr /></li>\n</ul>\n<h4>Membres&iacute;a</h4>\n<p>Un miembro de LACNIC debe cumplir al menos una de las siguientes condiciones:</p>\n<ul>\n<li>Entidades ubicadas geogr&aacute;ficamente en LAC y que posean al menos un bloque CIDR /21 de n&uacute;meros IP, del espacio de direcciones administrado por LACNIC.<hr /></li>\n<li>Entidades ubicadas geogr&aacute;ficamente en LAC y que posean al menos un bloque CIDR /21 de n&uacute;meros IP, del espacio de direcciones no administrado por LACNIC.<hr /></li>\n<li>Organizaciones establecidas en LAC o cuyas actividades son desarrolladas primariamente en LAC, cuyos miembros son principalmente ISPs.<hr /></li>\n<li>Organizaciones establecidas en LAC o cuyas actividades son desarrolladas primariamente en LAC, cuyos miembros son principalmente ISPs.<hr /></li>\n</ul>\n<p>Votaci&oacute;n:</p>\n<p>Los miembros que califican por el punto 1, pueden votar de acuerdo al tama&ntilde;o del espacio de direcciones que administran, de acuerdo a la siguiente tabla de longitud de prefijos:</p>\n<ul>\n<li>Los miembros que tengan /19 o menor, tienen 1 voto<hr /></li>\n<li>Los miembros que tengan entre /18 y /16, tienen 2 votos.<hr /></li>\n<li>Los miembros que tengan entre /15 y /14, tienen 3 votos.<hr /></li>\n<li>Los miembros que tengan /13 o mayor, tienen 4 votos.<hr /></li>\n</ul>\n<p>Los miembros que califican por el punto 2, no tienen derecho a voto.</p>\n<p>Los miembros que califican por los puntos 3 y 4, tienen un voto.</p>\n<h4>Directorio Interino</h4>\n<p>Se ha establecido un Directorio Interino. Incluye un representante de cada una de las siguientes instituciones: AHCIET, CABASE, CGIBR, ECOMLAC, ENRED, NIC-Mx, cada uno de ellos con un voto. En el caso de paridad, ENRED tiene doble votos. Este Directorio Interino tendr&aacute; vigencia hasta la fecha en que sesione la asamblea fundacional.</p>\n<p>Las metas del Directorio Interino son:</p>\n<ul>\n<li>Preparar un borrador de estatuto para ser presentado a la asamblea fundacional.<hr /></li>\n<li>Preparar e implementar un plan de negocios inicial.<hr /></li>\n<li>Dise&ntilde;ar un plan de negocios para LACNIC, para ser presentado a la asamblea fundacional.<hr /></li>\n<li>Obtener fondos para el financiamiento de la etapa inicial.<hr /></li>\n<li>Negociar con ICANN para convertirse en RIR aprobado para la regi&oacute;n de LAC.<hr /></li>\n<li>Designar a los representantes interinos de LACNIC en el Address Council del ASO.<hr /></li>\n<li>Interactuar con otros organismos afines.<hr /></li>\n<li>Organizar e iniciar la operaci&oacute;n provisoria a trav&eacute;s del Comit&eacute; T&eacute;cnico.<hr /></li>\n<li>Promover la integraci&oacute;n de miembros al LACNIC.<hr /></li>\n<li>Publicar las actividades de LACNIC y recibir propuestas de los interesados, a trav&eacute;s de Internet y de reuniones abiertas.<hr /></li>\n<li>Crear los grupos de trabajo necesarios para el establecimiento y desarrollo de LACNIC.<hr /></li>\n<li>Convocar a la asamblea fundacional que deber&aacute; realizarse a m&aacute;s tardar en abril de 2000.<hr /></li>\n</ul>\n<h4>Comit&eacute; T&eacute;cnico</h4>\n<p>El CT es un &oacute;rgano dependiente del Directorio Interino y est&aacute; a cargo de desarrollar pol&iacute;ticas y procedimientos, para ser usados en la registraci&oacute;n y distribuci&oacute;n de direcciones IP, N&uacute;meros de Sistemas Aut&oacute;nomos y resoluci&oacute;n inversa. Estar&aacute; a cargo de la organizaci&oacute;n y supervisi&oacute;n de la operaci&oacute;n provisoria. Est&aacute; constituido por un representante de cada uno de las instituciones que conforman el Directorio Interino, con la presidencia y el voto decisorio para CGIBR.</p>\n<h4>Operaci&oacute;n</h4>\n<p>Para el inicio de la operaci&oacute;n provisoria de LACNIC el Comit&eacute; T&eacute;cnico organizar&aacute; y supervisar&aacute; las siguientes acciones:</p>\n<ul>\n<li>Se realizar&aacute; un convenio con CGIBR y NIC-Mx para llevar adelante la operaci&oacute;n.<hr /></li>\n<li>Se presentar&aacute; a ARIN una propuesta de cooperaci&oacute;n para una mudanza de operaciones paso a paso y para el desarrollo de las pol&iacute;ticas.<hr /></li>\n</ul>\n<h4>Grupos de Trabajo</h4>\n<p>LACNIC organizar&aacute; grupos de trabajo supervisados por el Directorio Interino. Los grupos de trabajo iniciales ser&aacute;n:</p>\n<ul>\n<li>Comit&eacute; de Estatuto: para desarrollar y proponer al DI el borrador de estatuto a presentar a la asamblea fundacional<hr /></li>\n<li>Comit&eacute; de Financiamiento: para desarrollar y proponer al DI un plan de negocios tanto para la etapa inicial, como para el funcionamiento regular de LACNIC.<hr /></li>\n<li>Comit&eacute; de Auditoria: para desarrollar y proponer al DI un plan para auditar y verificar que los registros delegados cumplan con las pol&iacute;ticas y procedimientos establecidos por LACNIC.<hr /></li>\n</ul>\n<h4>Pautas de Pol&iacute;ticas y Procedimientos</h4>\n<p>Las pol&iacute;ticas y los procedimientos se basar&aacute;n en las RFCs relacionadas con la administraci&oacute;n de IP, n&uacute;meros de sistemas aut&oacute;nomos y resoluci&oacute;n inversa. Dicho desarrollo ser&aacute; abierto y transparente para asegurar la imparcialidad y justicia en las pol&iacute;ticas y procedimientos.</p>\n<h4>Sede</h4>\n<p>En esta etapa la sede provisoria estar&aacute; en Brasil.</p>\n<h4>Financiamiento Inicial</h4>\n<p>Las organizaciones representadas en el DI proveer&aacute;n los fondos para la operaci&oacute;n inicial.     "<h3>Santiago de Chile, August 22, 1999</h3>\n<h4>Introduction</h4>\n<p>The Latin American and Caribbean Internet Address Registry (LACNIC), is the organization that administrates for the Latin American and Caribbean Region (LAC) the IP address space, Autonomous System Numbers (ASN), reverse resolution and other resources, on behalf of the Internet community.</p>\n<h4>Objetives</h4>\n<ol>\n<li>Provide registry services of IP addresses, ASN, reverse resolution and its associated resources in order to allow and facilitate communications through information networks.<hr /></li>\n<li>Represent and promote the regional viewpoints and interests in international organisms in its areas of competence.<hr /></li>\n<li>Support the growth of Internet in Latin America and the Caribbean.<hr /></li>\n<li>Support the Latin American and Caribbean community in the development of procedures, mechanisms and standards in order to assure the efficient assignment of Internet resources.<hr /></li>\n<li>Promote educational opportunities to its members in its technical and political areas of competence.<hr /></li>\n<li>Propose and develop public policies in its areas of competence.<hr /></li>\n</ol>\n<p>The guidelines for LACNIC will be:</p>\n<ul>\n<li>Offer a high quality service, with standards of neutrality and fairness.<hr /></li>\n<li>Have the status of a non-for-profit organization with a board elected by its members.<hr /></li>\n<li>Establish mechanisms so that the process of policy definition involves a wide participation of its members: academic, commercial, NGOs and other entities involved with Internet.<hr /></li>\n<li>Define mechanisms to prevent that a member, group of members, or third party, be able to take control of the issues related with LACNIC.<hr /></li>\n</ul>\n<h4>Membership</h4>\n<p>A member of LACNIC must accomplish at least one of the next conditions:</p>\n<ul>\n<li>Entities located geographically in LAC and holding at least a /21 CIDR<hr /></li>\n<li>Block of IP numbers, from address space administrated by LACNIC.<hr /></li>\n<li>Entities located geographically in LAC and holding at least a /21 CIDR Block of IP numbers, from address space not administrated by LACNIC.<hr /></li>\n<li>Organizations established or whose activities are primarily deployed in LAC region, whose members are mainly ISPs.<hr /></li>\n<li>Organizations established or whose activities are primarily deployed in LAC region, involved in Internet development.<hr /></li>\n</ul>\n<h4>Voting:</h4>\n<p>Members that qualify as per point 1, can vote according to the amount of address space that administer, according to the following prefix length table:</p>\n<ul>\n<li>Members holding a /19 or less, have one vote.<hr /></li>\n<li>Members holding between a /18 and a /16, have two votes.<hr /></li>\n<li>Members holding between a /15 and a /14, have 3 votes.<hr /></li>\n<li>Members holding a /13 or greater, have 4 votes.<hr /></li>\n</ul>\n<p>Members having qualified by means of point 2, have no right to vote.</p>\n<p>Members having qualified by means of points 3 and 4, have one vote.</p>\n<h4>Iinterim Board of Directors</h4>\n<p>A Board of Directors has been established. It includes one representative from each of the following organizations: AHCIET, CABASE, CGIBR, ECOMLAC, ENRED and NIC-Mx, each having one vote. In case of draw, ENRED has a double vote. This Interim Board will remain in place until the initial assembly is convened.</p>\n<p>The Board's goals are:</p>\n<ul>\n<li>Prepare a draft of bylaws to be presented to the initial assembly.<hr /></li>\n<li>Prepare and implement an initial business plan.<hr /></li>\n<li>Design a business plan for LACNIC to be presented to the initial assembly.<hr /></li>\n<li>Obtain funds to support the initial period.<hr /></li>\n<li>Negotiate with ICANN to become an approved RIR for LAC region.<hr /></li>\n<li>Appoint LACNIC interim representatives to ASO Address Council.<hr /></li>\n<li>Interact with similar organizations.<hr /></li>\n<li>Organize and start interim operations through the Technical Committee.<hr /></li>\n<li>Promote membership in LACNIC.<hr /></li>\n<li>Publish LACNIC activities and receive interested parties proposals, using Internet and open meetings.<hr /></li>\n<li>Create the necessary working groups for LACNIC's establishment and development.<hr /></li>\n<li>Call for the initial assembly, no later than April, 2000.<hr /></li>\n</ul>\n<p>TECHNICAL COMMITTEE</p>\n<p>The TC is a group that reports to the Board and is in charge of developing Policies, to be used in registration and distribution of IP addresses, AS numbers and reverse resolution. It will be in charge of organizing and supervising the interim operation. It is formed by one representative from each of the same organizations that form the Interim board, with the presidency and deciding vote going to CGIBR.</p>\n<h4>Operation</h4>\n<p>To start LACNIC interim operation the TC will organize and supervise the following actions:</p>\n<ul>\n<li>An agreement will be made with CG-Br and NIC-Mx in order to undertake the interim operation.<hr /></li>\n<li>A proposal of cooperation will be presented to ARIN for a stepwise operations move and for policy development.<hr /></li>\n</ul>\n<h4>Working Groups</h4>\n<p>LACNIC will have working groups, under the Board's supervision. Initial working groups will be:</p>\n<ul>\n<li>Bylaws Committee: to develop and propose to the IB the bylaws draft to submit to the initial assembly.<hr /></li>\n<li>Financial Committee: to develop and propose to the IB a business plan, both for the interim period and the regular work of LACNIC.<hr /></li>\n<li>Auditing Committee: to develop and propose to the IB a plan to audit and verify that delegated registries are working in accordance with LACNIC's Policies.<hr /></li>\n</ul>\n<h4>Policies Guidelines</h4>\n<p>Policies development will be based on RFCs related to administration of IP, ASN and reverse resolution. Said development will be open and transparent to ensure justice and fairness in the Policies.</p>\n<h4>Location</h4>\n<p>Temporary location will be Brazil.</p>\n<h4>Initial Funding</h4>\n<p>Organizations represented in the IB will provide the funds for the initial operation.
