Good morning to all of you and thank you Macarena. I'm Laura Caplan, the development manager and I want to share you some of the actions that we have developed for the LACNIC unity in 2019, and I want to share this presentation with you. --- This confirm that into the presentation. >> MAN: >> MACARENA: Yes. >> The first thing is the community work that encompasses not only associates for the wider community and we work with projects and actions to strengthen the >> LAURA: the LACNIC community. the three items are the effort to identify the obstacles and barrier identification. And women's participation. we have a participation of technicians that are very low in terms of participation and we have work in the research with people from the community both men and women who have cooperated with us to tell us what type of barriers they are facing. That impede them to participate in LACNIC events. We have four levels that you see on the screen and we can separate some topics that have to do with -- -- this information allows us to develop initiatives in which -- can influence positively to wider participation for women and being able to overcome those barriers. --- Well, I'm sorry, I cannot change slides. Give me a minute. There it is. Well, thanks to this information and understanding how LACNIC can act, we have three initiatives in the first one is aimed at the individual level, a relaunching of the IT Women event. In Panama we organized a workshop with Google with leadership issues in this allows to work in the development of capacities and leadership and we had activities for both men and women so among the topics we discussed, we talked about the events in LACNIC 31 and 32, we had childcare so parents could attend meetings and the kids would be well taken care of throughout the sessions and among other topics we launched the have to do with internal dynamics of events and it was the time to launch the code of conduct for the LACNIC community approved in LACNIC 32 and the validity for all participation spaces to make sure that we all have full participation so we could have a good level of diversity in the LACNIC community. --- The next topic that I want to share with you has to do with some FRIDA proble. The FRIDA problem has been working for over 60 years in LACNIC, we want to rebuild and restructure some of the access in which we had been working in order to favor the technical community. FRIDA has supported open and free Internet access and we'll keep working those problems. we launched a new topic this year for stability and findings of projects to strengthen the community and connection in terms of network operation to incorporate into our topics that be financed through FRIDA problem projects at work this type of subject as well as keeping some of the other topics in place regarding the community. We had fines throughout this time. --- For those of ous that know FRIDA, it strengthens the Internet in the Caribbean and we have received several awards to work for this in the call for projects is good to be open until May 22nd. Throughout the event we will have the LACNIC webpage and have information to apply for the type of organizations that could apply to each of these offers. We have announced this at the beginning of each session so please pay attention because there are many opportunities to work here. --- the last topic like want to share with you is that we have published in the book the development of the LACNIC community, a workdone jointly with ICANN and LACTLD, and the objective was to work with regional and local challenges in this book is not a chronological history but rather it is a series of memoirs -- 45 references that describe the challenges in how we build what we know today, Effective ways in how to evolve in this particular topic. So I invite you to read this on the webpage of LACNIC; you can see some of the chapters and some of you who have participated know part of this history so they have a role in the community, and know about the events in the organization and with this I finish my report of the actions with the LACNIC community. thank you for participating and take advantage of this opportunity and I'm open for questions and comments. Today we were surprised positively with a very important participation and we hope that these numbers are equally good for all the other activities that we will be developing in LACNIC. --- We planned the meeting and decided to create the space to talk about the functioning of communications of different activities from the directorate. And this document, this presentation that I want to show you and share -- I'm going to share it now. --- One minute please. >> Maia, we are looking at your presentation properly. >> MAIA: In this report we will talk about the structure of the directory, the way we operate and how we communicate and how many monthly meetings, or every two months or yearly. And for your information I'll be introducing some documents in some guidelines from 2019. Some of the solutions, some of the most relevant, and other topics in which we had the directory involved in 2019. Starting with the structure of the directory. xxzz -- the directory is made up of seven associate members. Here you can see the appointed members with their respective positions; this is not -- this is distributed internally. We have the country of origin. Remember that there are limits to participate for two people maximum from each country and we have regulations regarding compatibility and a series of positions to try to make a variety of a group. We rotate the directors can have elections ever year; every year to members are elected and one year we have three members elected. And also we have the internal committees like the committee of investments, The ethics committee, And each director Participants in different committees. And also there is an executive director who is hired and who participates in all the meetings of the directory with equivalent rights of a member but without the right to vote. --- And regarding the operation of the directory, the main way in which the directors communicate is through email lists; but the official communication about decisions voting online are the mailing lists. --- There are virtual meetings every month and in 2019 we had 9 meetings, 10 hrs. each. And in person, face-to-face meetings. Last year in May and in October and December in Monte Video. --- The Internal committees are created -- and also work with the Investment, finance and risk committees. Transparency is a fundamental value in LACNIC they make a lot of efforts to facilitate access to social networks of the community and anyone who is interested in relevant information for the organization. And all the meetings from the directory. Here we see the 12 minutes, 9 virtual, 3 face-to-face. and the respective minutes. And absence or presence of directors. Regarding the guidelines it is important to support the activities from LACNIC; this time and effort -- it is to assure them guarantee dissipation spaces (correction) participation spaces -- in 2019 we created the next document and policies and guidelines. Th definition and functioning and code of conduct of the community. We also updated the policies and guidelines. The previous years the code of ethics, the policy of operational reserve, the risk management process, policies about business travel, Commissions received, procedures for distributing response abilities in the directory, procedure for collecting the representative of the directory and also the procedure for the members to accept payments. --- regarding the most relevant resolutions from the directory. We appointed positions of the directory and defined the schedule for means of the directory and the approval of the schedule on a yearly basis after discussions, in ways we approve the objectives of the executive director and the approval of the summoning of the ordinary assembly the approval of the yearly financial report and in June the ratification of proposals for policies for LAC 2019-1, the transfer policy of Inter-RIR (resources) and the location of the resolution and we have the approval of recommendations of electoral commissions on adjustments, on electoral processes, and the approval of exemptions, a nd assigning of proxies as well as an appeal of the policy practices for LAC-2018-13, and the directory has the role of reviewing appeals, cases, claims and it was performed in that manner. --- Some of the resolutions that were widely discussed, You can see here on the screen and the positioning of the directory to speed up the display of IpV-6. Additional information discussed had to do with topics that were more relevant for the staff use who submits this; there are also financial reports, auditing reports of the audit commission, and the evaporation of every LACNIC event, the report about the operational plan, the risk assessment plan and various reports concerning operational areas of LACNIC to the directory. --- there is a very important quality in all the reports which help the the directors because they can rely on the reports and the people involved. The coordinator and executive director -- we have reached a very high professional level which is very important and relevant. --- regarding other topics and events,-- Making necessary adjustments -- our main document that is shown online with the current dates. and we prepare and present next May and the directory involves (indiscernible) and high level meetings -- some of the events in which we participate involve the celebration of the 50th anniversary of LACNCI with the participation of an breakfast of presidential candidate in Uruguay. --- This is a small report of the activities that would help you to see what the LACNIC directory does. And I want to thank the directors and their patience because they are always looking for a consensus on the time and all the decisions that have been made have been taken carefully. These are processes that many times are exhausting but at the intern out to be something really good. I believe that way the organization can make decisions and documents by the well-prepared. --- I will be glad to answer any questions that you may have. >> MACARENA: Thank you. To see the light transcript you must go to the event website and look for the language of your choice in the simultaneous instruction manual. --- We will leave a space for questions and answers at the end of both of the presentation that are coming up and please ask you questions in the Q&A box. --- and now will like to invite the executive director of LACNIC who will present the 2019 annual report and traditionally we report this in every convention but we think it is important to include this in this presentation for all associates as well as for any people interested in our activities. go ahead Oscar. >> OSCAR: Thank you all who are with us and before I go into the presentation I would like to greet not only LACNIC Associates but also all of the community friends at follow us and that normally work with us in we'll have the opportunity to be together in one of the next events but this week will continue to work with the Internet that not only feeds us but also has demonstrated to be an essential tool for productivity under the circumstances in which we live so greetings to all of you and hopefully that you are healthy and well. --- Going onto my presentation, I would like to make the statement that the regular meeting was postponed as mentioned by Maca, I wanted to take advantage to talk about this summary about the topics and efforts that have been done not only for our members but also the entire community that participate in our events. Some of these in collaboration with some of the regional organizations as well. --- I'd like to go on to the summary as mentioned by Laura, these activities are also defined by our strategic plan and I would like to talk about this. First the activities aimed at our clients, our associates and the entire community focusing on service. Then I'll talk about the process, human capital and the economic sustainability, these are the four efforts. --- As you know, the resources of IPv4 every time have a shorter and shorter lifetime; we will make it past this year before we have to end the IPv4 space. However this year we assigned 8% more resources in 2019 than in 2018 and also had 18.5% more members which means now we have over 10,000 members at the end of the year and today we are over 10,500 Associates and of course the lower levels is where we have the most members and you can see the different bars, pink, fuchsia -- whatever the color is called in each country -- you can see that it has a significant number of members thanks to the policy changes and the statutory changes that allowed the creation of this category two assigned memberships to those that had /24 which we could not do before and large part of this was due to the small ISPs. During 2019, LACNIC assigned significant resources for this community and we were lucky to encounter many of them in many events; we had 10 events and had scheduled one more in Bolivia but had to be canceled. We have had not only local but national events. We talked about the benefits of dissipating (correction) participating in LACNIC and Ecuador, Mexico and Colombia had significant increases in membership because of these events and this is a graphic that we had not seen before but we thought it would be interesting to share this with you. It shows a tendency in the growth of some of the groups in various countries; and the changes in the curve shows favorable or unfavorable conditions like in Ecuador we have been experiencing significant growth over the past three years as well as in Colombia but not in Chile which shows a downward change. I will leave you this information for you to study more carefully later. --- As part of the policies that the community approves and talks about in our community and in our region we have the regional resource transfer. This shows 55 transactions during the implementation of this policy, 232 18, transferring 300,000 IP addresses. This year we offered four new services, The most relevant is the Internet routing registry which defines and expresses writing policies and with that contribute to the stability and security of the Internet based on information that we found in the RP K I, and we believe it is a more trustworthy process. This process was implemented at the end of 2019. Another service in beta testing but you can use is now has to do with geo-localization. You can identify the geographic location of resources for content providers and another service that we implement the last year was the MILACNIC so that some operators can implement their resources more massively especially those with large resources. --- We also implemented RPKI which components this service offer. MKI Brazil was able to offer this service to their community and the RPKI is also available for all members. --- A large portion of our effort is aimed at making a members with their institutional life; it is important for them to participate inside the statutory processes like the assembly that we carry out every year; last year we had this in Pacana, with almost 158 participants, designate a number because the average is usually 150 per convention. And also we had the appointments of directors, There were six candidates for the voting committee and the fiscal committee also had elections and there were nine candidates for one vacancy and Aristoteles (indiscernible) was elected, from Brazil. And Horacio from Argentina. --- And finally -- we had members from Brazil and Mexico elected for this final committee. --- as you remember we have a visitor program for our associates so that we can reach cities where we find less participation in our events and wanted to show how relevant LACNIC is to them. And show them the technical information and services that we offer. In 2019 we visited Belize, Costa Rica, Curacao, Ecuador and Panama. We won't be able to do as much this year but will do our best effort to reach the communities that have not been reached yet. --- We also have services for those who do not have the resources but have interest in what we do, and we value and appreciate their contribution. --- We have a tool to train online, we call it Campus LACNIC and last year we introduced three courses, IPv6 in English or IPv6 basic, network security and introduction to networks. During 2020 those who continue to study will see a new course IPv6 in masive networks and Internet governance. --- last year we had 6764 participants in Campus LACNIC and almost 50% of the participants completed their courses which is a high level for the standard. In 2018 we had 4400 and saw a significant increase; this is an essential tool because it is the only way to sustain technical training. In addition those courses have had a high level of satisfaction as a can see, with approval levels higher than 92%. Some even higher. --- And together with the technical training we also have webinars that we have organized related and selected around topics that we believe will be of importance to all of you. We had a webinar for the 50th anniversary of the Internet and we invited the founders, those that are called the fathers of the Internet like Steve Crocker Chalres Kline and Leonard Kleinrock, and the IPv6 webinar, with almost 3000 participants in these webinars which if we add this to the online presence we are talking about close to 10,000 participants in our region in the area of webinars and technical training. --- we also have dedicated significant efforts and energy for the organization of our events which is not just for our members but also for the sister organizations in the region, and for the rest of the technical community to keep building and developing this community around different topics, most technical but also in defining policies and norms for the services and we had a very good evaluation for both events with participant numbers that exceeded the goals and it makes us very proud to see this level of approval because obviously it allows us to identify the areas which are important to the membership and to those who participate in all of the events, as well as the satisfaction with the agenda in general that we can see in a high approval rating Qu�bec --- and to carry these events is it is important to have significant participation at in the financial contributions and during 2019 we sign annual of is with Amazon, DE-CIX, Telcomanager, Netflix and NIC Brazi, all of which are essential for maintaining the quality of these events. --- 2019 saw the conclusion of a project using funds from IRBC in which we aimed to develop digital skills in IT and strengthen the Internet in that country; the project was there a successful and we were able to carry out various activities and we finished in December, 2019, and an important aspect is that this effort will transcend because other organizations like Google are going to use it to carry out the same effort in other countries in Central America. --- As you know, we also carried out the project called FORT; we applied it with NIC Mexico in 2018. It was significant work carried out during 2019, two relevant events. On the one hand the technical side which is the validator which allows us to validate information from BGP routes, but also the less technical side which is monitoring. This allows us to identify the technical side but also certain threats to the security in the routing process.. --- We are deploying IPv6; we are slightly under the global level, the iIPv6 is over 23% in the region and perhaps over the last two months we have seen an increase of perhaps 2%; you can see that we reached 23% in the region, but this has to do with the fact that we are having to stay at home in many countries but eventually it will return to 21%. What is important is that there more and more countries carrying out these efforts, more operators, more ISPs, more colleges and universities and organizations carrying out activities to deploy IPv6 effectively and we have to be careful because the averages are tricky, there are countries that are very advanced but also other countries that are lagging behind in IPv6 so we have to work harder in this. --- We also must approach Bolivia and Paraguay to speak with various organizations and governmental agencies in order to establish the relevance of the deployment of IPv6 so they can understand that it is not just a technical development but a strategic approach to develop Internet and his countries. --- another effort that we make is to place would server nodes; through the years we have deployed these nodes in the region. We are not server operator but the operators approaches to identify places where these nodes should be established and in Surinam last year and in Bolivia and in Mexico with Transtelco we installed them. --- so that these are the efforts regarding our associates in the community and now I'd like to talk about internal matters concerning the processes that we have you noted to be able to effectively make decisions. Three years ago the administration section started a project to be able to take more effective decisions and we have generated these visualizations of various systems that we have and there is tools that we have for strategic processes, central processes and support processes which allowed us to connect all of them through a dashboard and being able to take decisions and visualize certain important aspects for our discussions and you can see here for example the strategic map. This dashboard allows us to concentrate these processes and allows us to take a look at various reports in a very effective and timely manner. we can also see for example the register service and the process for development of policies and also other support processes that require significant efforts in LACNIC like travel for the staff and the community. --- For 2019 we recertified our organization as ISO 9001:2015. It is a tool to keep improving and identifying areas where we can improve and it is important that we follow year after year all the recommendations that appear and this year we had this recertification without any comments or nonconformities and next year we'll going to change to a different certification agency called LSQA so the next seal we will have a different; you can see this in our main webpage. --- As part of the completion of our remodeling of the Internet home where we have our offices, we were able to develop a formal data center with more room where we incorporated Blade technology as you can see here; and it has allowed us to virtualize certain services. This technology is more efficient gives us more availability and can offer more services to our membership and the community. --- Together with the financial aspects, we had a significant issue for these activities which is the internal capital. For the last two years we have paid attention to the development of our staff, and our human capital that contribute to this effort and LACNIC became as one of the best places to work in Uruguay and also had the largest score in our evaluation reaching 93. In addition to the historical significance this also reflects the efforts that we make to improve even though we are already at a high level of capability which keeps allowing us to attract talented people to carry our mission and also maintains our staff motivated collaborating and working in the important projects for you. --- Here are some demographics statistics, 10 countries together with Uruguay that reflected in the nationalities of the staff and our staff participants also in all my work and thanks to that learning process we have been able to develop our work during this pandemic; it wasn't as complicated for us to make the changes to online work. --- The are 56% of women comapred to 43% of men. --- We use this year to develop the organizational values for LACNIC. What allows us to reach our goals? First is our commitment to work on behalf of the Internet community; we are proud of our mission and the impact that we have with our work; we all realize that something that we can contribute and we are always trying to become better striving always to achieve better results and taking care of our colleagues and help them to continue to developing as well as promoting good work/ personal life balance and promote a work environment that is positive and safe. --- Lastly, financial sustainability will be talked about by Diego Mena in detail and the last thing is to tell you that the NIR audits are done in a scaled pattern, this year starting with NIC.Mexico. --- Talking about our risk management we have identified 153 risks that we follow annually and there are only 5 that would monitor regularly and we report about these to the risk management committee to continue to pay attention to what occurs around LACNIC. --- In summary, 2019 was a year where we face many challenges. The formalization of internal processes and the directory has allowed us to deal with different challenges in a very orderly fashion. Again we had extraordinary results in many aspects like in the high levels of satisfaction for our events, over 95%, an excellent organizational climate and excellent financial numbers that allowed us to have a better and stronger position specially facing the situation in which we are living. --- And this presentation will remain available to you and I am available if you have any questions and thank you again for the time and your attention and I'm sending you my virtual greetings to all of you. thank you. >> MACARENA: Thank you Oscar. We will be the Q&A for after the next presentation. and now we will go to the financial report presented by Diego, administration manager for LACNIC. >> DIEGO: I want to present the financial report for 2019. And to summarize what Oscar said, I want to send a couple of important message. First, 2019 was a good year not only in terms of our budget as well as our expenses but also the level of activities and projects that we had planned. The second message is to assure you that the directors at LACNIC continue to carry out there duties with responsibility and efficiency. During this time, we'll take it look at the financial situation for the organization, the passive, active and reserves. The growth of our reserves and finally the reports produced internally as well as by the fiscal committee. --- I'd like to share my presentation now. >> Confirm that you can see it. >> MACARENA: Yes Diego, we can see it. >> DIEGO: We was that with active resources which are the resources for the organization, presenting in a decreasing order; the balance in 2019 was greater than in the previous year and in 2020 we increase the investments to the appropriate levels for the appropriate functioning of the organization and the increase in investments reflect the positive results of the year and the income from memberships have also increased, 75% of which comes from Mexico and Brazil and 25% from the rest. --- We remodeled the Internet House and the (indiscernible), And we have a depreciation of our assets in the amount of $380,000. --- We also have will-- -- and we worked in a regional meeting, also in the Internet managing funds by the program committee or organizer. And now we'll analyze passive assets which includes liabilities, with a significant variation. This variation is due to the fact that at the end of 2018 we had outstanding balances with our suppliers and the remodeling of the Internet House and equipment for the infrastructure that we had. Also the equity increases because of positive results. --- Now we'll be having a short tour of what is the profit and loss and talk about the results obtained; We can see income makeup, Internet suppliers, in 2019 we had the highest increase in the amount of new members and had a great increase so this increase was both at the national level in Mexico and Brazil as well as in LACNIC in general. We had an increase in end-users in 2018 because of our resolution that (indiscernible). Before Dec. 31st, 2019. We have ASN which was very positive. They go along with the numbers up in general. --- Now, we're going to see the results in expenses and operations. We had an increase in hiring of 14%; this increase reflects 9% of the total expenses. The increase in depreciation and goods. when we compared to 2018 investments and infrastructure and technology and some refurbishing that was done, we had an increase especially from LACNIC in Punta Cana and the cost was higher than the average of previous events. --- expenses and services for maintenance decreased vs. 2018. These reduction in expenditures is because in 2018, through the remodeling process of the House, we had some offices that generated additional expenses finally maintenance for IT had an increase because we had greater cost of licenses linked to the technological update of the data center. --- Lastly we see the analysis of the year's results and within these, we see the financial results because of investments were made up of interest earned and positive/negative values in the portfolio. We had $218,000 this year, $30,000 increase because of the increase in the investment in the portfolio where the rest correspond to the variations and in 2019 we had an increase in market value and in 2018 we had an increase. --- Why is it so important to for an organization like LACNIC to have reserves? Facing the various difficult financial conditions, preserves allow us to support the financial strength of the organization and contribute to the mission of the organization. To this effect the LACNIC directorate monitors every three months two main reserves. One is operational reserve rain forcing short term solvency and patrimonial reserve aimed at supporting our financial strength medium and long-term. f --- At the end of 2019 we had a reserve for three or four months of operational expenses and four months of reserves for patrimonial expenses and you can see the evolution of the reserves on the graphic over the last three years. --- At the end of 2019 we had been an independent audit; these are external auditors from Deloitte and later from the (indiscernible). Deloitte's report was favorable and without any comments. And now I'd like to read the most important paragraph, the one about the opinion. (Reading) we have audited the financial reports of the LACNIC expressed in US dollars that includes the financial situation at the end of the 31st of december, 2019, and the corresponding results and, the reports appear to present reasonably the financial situation of LACNIC as of the 31st of december, 2019, the integral results of the operations and the flow of cash. and finally we would like to share with you the report from the audit committee, also a favorable report and I'd like to read the most important paragraph, the conclusions. First, the Deloitte results were studied. The results for favorable and the reports are an accurate reflection of the financial situation at LACNIC as of 31st December, 2019. Secondly, based on the analysis carried by the fiscal committee of the independent audit we request the approval of the General assembly of the financial results. This concludes my presentation. Thank you very much. >> MACARENA: And we'd like Giovanna to take questions now. >> GIOVANNA: Is it mandatory to be a member of LACNIC if I'm a member of (indiscernible)? >> OSCAR: If you'are a cooperative a recommendation is that you do become a member but it is not mandatory; we would like to share with you the benefits of being associated with LACNIC, not only because of the direct benefit which is obtaining the numerical resources but also those benefits associated with training and events for our members so you can establish relationship with similar organizations and you will be able to received other benefits. So it is not mandatory but if you're providing connectivity for your clients it is highly recommended. >> GIOVANNA: What plans are there for Central America to keep promoting its growth text to the events in Costa Rica and Panama? Has it worked? >> OSCAR: We don't have a specific event for Central America but we are continuously working with the region, including the element of IPv6, the risk of blocking and working with there's organizations like PELCA (sounds like), and we work closely with those communities and last year we were there with our members as indicated in Costa Rica and Panama, and the events are very important because the members can take advantage of those without having to travel to the international events, sharing information that can help them to deploy the services. >> GIOVANNA: The next question is about finances and says, how and what is the estimate of the financial impact of Covid-19? >> OSCAR: I'd like to answer for Diego. We have not observed a significant impact as of now but the directorate has asked us to monitor this possible impact starting last month; We have been monitoring this for the beginning of april and listening to the Associates when they are not able to pay and learna about the actions that we can take; so far we have not had a significant impact but we know that we will have such an impact, you will remember that there is a delay process; associates have three months to pay after the due date. And then we'll see if a member was not able to pay. We know will have an impact as we are monitoring this develop into a closely, the delays and payments compared to other months. >> GIOVANNA: For Oscar too, what type of member should universities be? >> OSCAR: Well we have only one type of membership, the ones that receive resources. So what determines the level of membership or the category is the space that they will receive but today because of the IPv4 limits, we're only assigning 250-1000 addresses, depending on the need; if the University has resources that have been assigned by LACNIC, they cannot ask for more space; if they're already associated with LACNIC, it's are they been determined the space that they will received based on last year's results. There are different designations the pending of the space basically they all receive the same services independently of that category. >> GIOVANNA: Thank you. Another question. Have the requirements to be a member of LACNIC been decreased because of Covid-19? >> OSCAR: Basically the requirements are established in our norms and nothing has changed; it depends on the community to determine their needs and up until now we have not had the news that our applicants are having any difficulty because of the pandemic. As soon as we have other information about this matter of history we'll share this with the community and try to resolve this but as of now we have not had any impact on this. >> GIOVANNA: Next question. Oscar said that this year would end the IPv4 for LACNIC. Any dates involved? >> OSCAR: If you want to see the date, it's on our main web page, where there will be a link about this information which has changed; we estimate July or August depending on the degree of nervousness that our applicants have but this date has not been delayed even because of the pandemic and I dare say that it will happen sooner than expected at; it may be that the Associates are experiencing the need for a much faster growth; this is only for new applicants. the state is close, 2-3 months from now, so it is motivated many who had their a petition spending to go ahead and take action. >> GIOVANNA: One more question about the rules for IPv4. How can the University request IPv4 directionality. >> OSCAR: You can do this in the main page or if in Brazil or Mexico, NIC Mexico or NIC Brazil or outside you can go to www.LACNIC.net. If you are in school or a provider of service, the requirements are that you need to space and that you need to minimum necessary that is established, 25% (indiscernible).
