BIOGRAPHY:

Sergio Rojas began his relationship with technology back in 1997, the year when the Internet was first deployed in his native country, Paraguay, and he began working for some of the market's pioneer ISPs.

For many years, Sergio was part of the LACNIC staff, where he served as Head of Registration Services (2009-2020) and one of his main responsibilities was managing Internet number resources (IPv4, IPv6, and ASNs) for Latin America and the Caribbean.

He currently lives in Uruguay and works as Interconnection Manager & Latin American Outreach at PCH (Packet Clearing House).

INFORMATION RELEVANT TO THE POSITION:

Sergio is highly experienced in LACNIC's policy development process, as he not only worked for almost 11 years at LACNIC but also served as PDP Co-Chair for two consecutive terms (2022-2026). This is the reason why we are nominating Sergio Rojas to be reelected to his position as PDP chair.

INFORMATION ABOUT THE PERSON NOMINATING THE CANDIDATE:

Name: Sandro Furlanetto

Reason for the nomination:

Sergio is highly experienced in LACNIC's policy development process, as he not only worked for almost 11 years at LACNIC but also served as PDP Co-Chair for two consecutive terms (2022-2026). This is the reason why we are nominating Sergio Rojas to be reelected to his position as PDP chair.

BIOGRAPHY:

Oscar Gonzales is a Systems Engineer with a distinguished track record in data protection and digital privacy advocacy. He is an active member of the Internet Society and has participated in international programs such as workshops organized by various chapters, the LACNIC Policy Fellows Program, and the virtual edition of the South School on Internet Governance in Argentina, where he strengthened his knowledge of Internet governance and cybersecurity at the regional level. He is one of the co-founders of IoT CiberSec LAC, an initiative that seeks to integrate the Internet of Things and cybersecurity across Latin America and the Caribbean, promoting secure practices in the use of emerging technologies.

He is currently part of LACNIC's Policy Shapers Program. Oscar holds a diploma in Internet Governance from the Center for Studies in Technology and Society (CETyS) at the University of San Andrés, Argentina. This training has allowed him to acquire a comprehensive understanding of policies and regulations in the digital space, adding value to his professional focus on information security.

Oscar has actively participated in initiatives such as LACNIC's Policy Fellows Program, where he has strengthened his knowledge of the policies that govern the regional digital ecosystem. His experience as an international researcher for LACNIC and his participation in the Policy Shapers Program reflect his commitment to the defense of digital rights and Internet governance.

INFORMATION ABOUT THE PERSON NOMINATING THE CANDIDATE:

Name: Jenifer López

Organization: Universidad Tecnológica de Panamá

Reason for the nomination:

I am nominating Oscar Danilo González Navarrete for his permanent commitment to cybersecurity and Internet governance, as well as for his contributions to strengthening capabilities in the region. His leadership in initiatives such as IoTCiberSecLAC and his active participation in various LACNIC programs reflect his dedication to service, technical expertise, and ability to create a positive impact within the digital ecosystem.

BIOGRAPHY:

Celsa Sánchez is a Telecommunications Engineer who works in the Systems department at NIC Chile, where she focuses on BGP routing, RPKI, and Internet infrastructure. She has actively contributed to initiatives aimed at measuring and strengthening network infrastructure across the region. In 2024, she was selected as a LACNIC R&D Ambassador, promoting best practices in network security and operation, as well as the deployment of measurement tools. She maintains strong ties with the Latin American Internet technical community.

INFORMATION RELEVANT TO THE POSITION:

Celsa Sánchez has experience participating in technical communities and contributing to discussions on Internet policy issues, including actively monitoring the LACNIC PDP list. She possesses strong communication and dialogue skills, as well as the ability to analyze technical topics and translate them into discussions that are accessible to various stakeholders. Having been part of collaborative initiatives at the regional level allows her to work in diverse environments and to contribute to maintaining open, respectful, and constructive spaces for dialogue.

INFORMATION ABOUT THE PERSON NOMINATING THE CANDIDATE:

Name: Eduardo Mercader

Organization: CL-NICH-LACNIC - NIC Chile, Universidad de Chile

 

Reason for the nomination:

Celsa is motivated by her desire to collaborate with the community, highlighted by her nomination as a LACNIC R&D Ambassador and her experience in discussing Internet policy issues, including actively monitoring the LACNIC PDP mailing list.

Organization: GridTICs UTN / CONICET

 

BIOGRAPHY:

Marcela Orbiscay holds a degree in Information Systems specializing in Telematics as well as a degree in Public Administration.

She currently works at CONICET – Mendoza and is a member of GridTICs UTN, where she conducts research on IPv6 and IoT. She is a member of the Board of Directors of Internet Society Argentina, co-chair of the IETF Day Workshop at JAIIO-SADIO, and co-chair of the LACNOG IoT list. She has also served as a mentor for LACNIC's Mentoring Program and been part of the LACNOG program committee.

Marcela has been actively involved with LACNIC and LACNOG since 2011, which has allowed her to accumulate experience in Internet governance and the policy development process.

INFORMATION RELEVANT TO THE POSITION:

Marcela served as co-chair of the LACNIC Policy Development Process from 2023 to 2025, ensuring that procedures were followed and policy proposals were properly handled. Her experience in Internet governance and her commitment to the PDP will allow her to continue contributing to the development and strengthening of LACNIC's Policy Development Process.

INFORMATION ABOUT THE PERSON NOMINATING THE CANDIDATE:

Name: Gustavo Mercado

Organization: AR-GUFR-LACNIC / GridTICs UTN FRM

Reason for the nomination:

Marcela Orbiscay demonstrated a high level of commitment and capability in her role as co-chair of the LACNIC PDP during her term in 2023-2025. Her experience in Internet governance and in policy development and analysis has been key for the proper functioning of the process. These are the reasons why we are nominating her once again so that she can continue her valuable contribution to the community.
