Public Consultation ICP-2
As part of the Regional Internet Registries (RIR) system, the LACNIC community has been invited to be part of the global discussion about the ICP-2 document update.
This process, led by the NRO Numbers Council (NRO NC), seeks to update the principles governing the recognition, operation, and potential derecognition of an RIR, while preserving the foundations of the current system and strengthening its clarity, stability, and capacity for self-governance.
The second round of public consultation is currently open, and members of the community are invited to comment on a new draft: “Governance Document for the Recognition, Operation, and Derecognition of Regional Internet Registries”

This process includes two rounds of public consultation:
1. First round (completed)
This round took place from 14 April to 27 May 2025. Click here to download the first draft. A summary report of the first consultation, prepared by the NRO NC, is also available.
2. Second round (ongoing): 28 August - 7 November
The second consultation round is currently open. We invite the LACNIC community to review the updated draft and submit their feedback through the available channels.
Key Aspects of the Document
This document:
- Brings to light certain governance, operational, and life cycle aspects of RIRs that existed but had not been explicitly defined.
- Outlines criteria for the potential derecognition of an RIR that fails to meet the required standards.
- Does not aim to redesign the current system, but rather to strengthen it in keeping with current challenges.
How to Participate in This Consultation
This consultation is aimed at members of the Latin American and Caribbean Internet community, within the framework of the regional RIR system. Each RIR has its own discussion spaces for this process. If you are part of a different regional community, we invite you to participate through the corresponding community engagement spaces.
When sharing your input, we encourage you to focus on the content of the document, particularly the proposed new requirements. We are particularly interested in hearing your views on whether it provides sufficient clarity regarding the obligations of an RIR and the remediation steps if they are not met. Please note this consultation is not binding and does not address implementation issues.
1. Subscribe to the mailing list
We invite the community to submit their feedback via the ICP-2 Consultation mailing list (consulta-icp2@lacnic.net), which will be available until 7 November.
Those who subscribed to the list during the first consultation round remain on the list automatically and don't need to take further action.
New subscribers will be asked to provide some basic contact information. In certain cases, it may also be necessary to complete an identity verification process, which involves submitting a scan of an official ID. Once the form is submitted—and the identity verification is approved, if applicable—a confirmation email will be sent to the address provided.

2. Participate in the webinar on the ICP-2 update and open consultation
We invite the community to participate in the “ICP-2 Update and Public consultation” webinar.

3. Participate in the open session at LACNIC 44
The community will have the chance to exchange ideas and ask questions during a dedicated session on this topic:

What will happen with the feedback?
All comments will be reviewed by the NRO NC and used to inform the final version of the document. If significant changes are required, an additional round of review may be initiated.
Once it is finalized, the ASO AC will submit the document to the NRO EC, which, together with ICANN, will determine the steps for its formal approval and adoption.
