There are three types of LACNIC community representative positions: PDP Co-Chairs, governed by the PDP itself; ASO AC Representatives and IANA RC Representative, governed by internal procedures.

An election is the process through which the LACNIC community chooses its representatives to serve on bodies such as:

Election Process

The goal of the LACNIC election process is to ensure that the community elects, in a transparent, legitimate, and democratic manner, the individuals who will serve on the elective bodies representing the community.

Community participation is essential to the institutional strengthening of LACNIC. By voting and engaging in the various stages of the election process, members contribute to shape representative bodies, promote transparency, representation, and legitimacy of institutional decisions.

LACNIC’s election processes are guided by the principles of transparency, fairness, and open participation. Elections are conducted using a system designed to ensure security, accessibility, and community participation. The system is open source and therefore allows any interested party to audit and verify its operation.

Prior to each election process, LACNIC will issue an official call for nominations with information about the type of election (PDP Co-Chair, ASO AC, IANA RC), available vacancies, positions to be filled, election timeline, candidate eligibility requirements, citizenship or residency criteria, and any other applicable conditions.

Call for Elections

The call for elections is the official announcement through which LACNIC communicates the opening of an election process and invites eligible members of the community to participate by submitting their nominations and casting their votes.

The call for elections includes information such as available vacancies, the election calendar, nomination requirements, and conditions for participating in each stage of the process.

Nomination Procedure

Nominations must be submitted within the deadlines established in the election calendar.

Nominees must:

  • Complete all required information regarding their profile, professional background, experience, and motivations.
  • Accept the rules and regulations governing the election process.
  • Authorize the processing of personal data required for managing and validating their nomination.

Each stage is mandatory and must be completed before proceeding to the next.

Once the nomination period has ended, the Electoral Commission will review each nomination to verify compliance with the requirements and validate eligible candidates, whose names will be published on the LACNIC website for participation in the voting phase.

Recommendations for Nominees
  • Verify compliance with all applicable requirements in advance.
  • Arrange the necessary endorsements in advance.
  • Complete all required documentation within the established deadlines.
  • Regularly check the election calendar and official communications.
Voting Method

LACNIC elections are conducted electronically through a platform specifically designed to ensure security, transparency, accessibility, and participation. The system is open source and can therefore be independently audited and verified.

Right to Vote

Everyone who subscribed to the Public Policy List before the closing of the voters’ registry will be eligible to vote.

  • PDP Co-Chair: 6 months prior to the election announcement
  • IANA RC and ASO AC: 2 weeks after the call for elections is published

Each voter may select one (1) candidate per election, and each selection will correspond to one vote.

In case of a tie, runoff voting will be conducted between the two candidates who are tied with the highest number of votes.

Members of the LACNIC staff may not participate in the voting process.

Votes are anonymous.

Regulations for Community-Elected Positions

Community elections are governed by different regulatory frameworks depending on the position that is to be filled. The PDP Co-Chair election is governed by the provisions of the Policy Development Process, while the ASO AC and IANA RC elections are conducted in accordance with procedures defined by LACNIC staff. In all cases, these frameworks are intended to clarify and streamline procedures, facilitating their implementation and ensuring a clear, transparent, and legitimate process.

What is the ASO AC and what are its responsibilities?

The Address Council (AC) is responsible for the ASO's administrative functions. It is composed of 15 members, with three representatives from each of the five Regional Internet Registry (RIR) communities. It is responsible for overseeing and developing recommendations on IP addressing policies, advising the ICANN Board on these topics, and appointing two members to serve on the ICANN Board.

How many representatives does LACNIC have and how are they elected?

Three, two elected by the community, the other appointed by the LACNIC board. Each elected representative serves a three-year term.

Who can apply?

Any citizen of the LACNIC region, with the exception of staff members of any RIR, members of the LACNIC Board of Directors, and anyone having the same nationality as any of the community-elected ASO AC members currently in office. Candidates must declare knowledge of the LACNIC PDP, the role of the ASO AC, and the ways in which the community can participate.

How many endorsements does a nomination require?

Five (5) endorsements from citizens of the LACNIC region, all received within the specified deadline.

Who can vote?

Everyone who subscribes to the Public Policy Mailing List before the voter registration deadline is eligible to vote.

What is the IANA RC and what are its responsibilities?

The IANA RC’s functions include advising and assisting the NRO EC in its periodic review of the service level of the IANA Numbering Services provided to the Internet Number Community.

How many representatives does LACNIC have and how are they elected?

Three, two elected by the community and one staff representative appointed by the Board of Directors. Each elected representative serves a two-year term.

Who can apply?

Any citizen of the LACNIC region, with the exception of staff members of an RIR, members of the LACNIC Board of Directors, and anyone having the same citizenship as any of the community-elected IANA RC members currently in office. Candidates must declare knowledge of the Service Level Agreement (SLA) for the IANA Numbering Services, as well as of the numbers community proposal for the IANA transition.

How many endorsements does a nomination require?

Two (2) endorsements from citizens of the LACNIC region, all received within the specified deadline.

Who can vote?

Everyone who subscribes to the Public Policy Mailing List before the voter registration deadline is eligible to vote.

What happens if there is only one valid candidate?

In this case, no election will be held, and the candidate's appointment must be ratified by the LACNIC Board of Directors.

Can a member of the RC be removed?

Yes. If a member fails to perform their duties and affects the operation of the Committee, the LACNIC Board may remove them. The Board will publish the reasons for removal and appoint a temporary substitute within two weeks to serve until the next election.

What is the role of a PDP Co-Chair?

PDP Co-Chairs lead and facilitate policy proposal discussions both on the Public Policy List and at the Public Forum, assess whether consensus has been reached, declare the outcome, and ensure compliance with all stages and deadlines of the process. The functions, responsibilities, and obligations of this position are detailed in Section 3.2 of thePolicy Development Process.

How long is the term of a PDP Co-Chair?

PDP Co-Chairs each serve a two-year term that begins at the conclusion of the corresponding Public Policy Forum.

Who can be nominated?

To run for the position, a candidate must be the contact of a LACNIC member organization or nominated by a LACNIC member and must have subscribed to the Public Policy List at least twelve (12) months prior to the announcement of the election. Individuals who hold a position at LACNIC (Board of Directors, Electoral Commission or staff) may not be nominated.

Who can submit a nomination?

Nominations must be submitted by the person an organization has appointed as its LACNIC membership contact. No additional community endorsements are required.

Who can vote?

Everyone subscribed to the Public Policy List at least six (6) months prior to the election announcement may vote. LACNIC staff members may not participate.
