Inter-regional IPv4 transfers

In the LACNIC service region, both inbound or outbound inter-regional IPv4 transfers are allowed without the need for a merger or acquisition between the companies involved. For this type of transfers, section 2.3.2.18 of the Policy Manual will apply.

Procedures

Transferring resources from LACNIC to another RIR (Watch a video of the instructions)

  • The administrative contact of the offering organization must login to http://milacnic.lacnic.net and complete the corresponding form.
  • One of LACNIC's analysts will get in touch with information on the terms of this transfer and to request the documentation and any additional information that may be needed.
  • If the request passes this verification, the request will be pre-approved and the destination RIR will be notified.
  • The destination RIR will analyze the receiving organization. If the request is approved, the destination RIR will notify LACNIC so that it can initiate the transfer operation.
  • Once the destination RIR notifies the pre-approval, the offering organization must sign a transfer order and pay the remainder of the administrative fee. The resources will then be transferred in coordination with the destination RIR.
  • Both organizations will be notified once the transfer is complete.

Transferring resources from another RIR to LACNIC

  • LACNIC will receive from the origin RIR a transfer request containing information on the resources to be transferred and the details of the receiving organization in our region.
  • LACNIC will contact the receiving organization with instructions and to inform them of the terms of the transfer.
  • If these terms are accepted, the receiving organization must complete a transfer request form. To do so, they must login to http://milacnic.lacnic.net with the administrative contact's userID and password.
  • Once the request is received, one of our resource analysts will contact the applicant to request the necessary documentation and additional information to justify the need to use the IP addresses they will receive.
  • Once the request is approved, the receiving organization must sign a transfer order and pay the remainder of the administrative fee. The resources will then be transferred in coordination with the origin RIR.
  • Both organizations will be notified once the transfer is complete.

Requirements

In addition to submitting the transfer form, both the offering and the receiving organization must meet certain requirements and agree to the conditions specified in section 2.3.2.18 of the Policy Manual.

Documentation

At LACNIC's request, both the offering and the receiving organization must present documentation confirming that the applicant is duly authorized to make the transfer. LACNIC may conduct an investigation through external collaborators to certify the authenticity of any documents that are submitted.

In the case of the receiving organization, LACNIC will request proper justification showing how the resource to be received will be used.

If the transfer request is approved, the requesting organization must sign a transfer order.

If the receiving organization has not already received resources assigned by LACNIC or if they hold legacy resources, they must sign a service agreement with LACNIC.

Administrative Fee

Transfers made under this section will be subject to an administrative fee based on the size of the block to be transferred, according to the following categories:

  1. Block larger than or equal to a /24 and smaller than a /19
    Administrative fee: US$ 1,000
  2. Block larger than or equal to a /19
    Administrative fee: US$ 1,500

When initiating the transfer request and before the corresponding justification is analyzed, the receiving organization must make a down payment of US$ 200. If the transfer cannot be justified and is consequently not approved, this initial payment will not be refunded.

If the transfer request is approved, the requesting organization must pay the remainder of the total fee based on the categories mentioned above.

If the receiving organization receives multiple IPv4 blocks from different offering organizations, each transfer will be treated independently, and an individual fee will apply for each transfer.

Considerations

If the receiving organization is a member of LACNIC and its category changes, a complementary invoice will be issued for the difference corresponding to the new category for the number of months remaining until the renewal date.

If the receiving organization is not a LACNIC member, an invoice will be issued for the full amount for the corresponding category, plus the administrative fee.

Both the offering and the receiving organization (when applicable) must be current with their contractual obligations to LACNIC.

Because inter-RIR transfers involve moving resources from one RIR to another, certain services such as reverse DNS or RPKI may be affected and not immediately available.
