Purpose

LACNIC's Fellowship Program seeks to support members of the technical community in Latin America and the Caribbean who are interested in participating or who are working in roles that promote the development and strengthening of a better Internet.

The Program will provide the selected fellows with the opportunity to meet and interact with noted leaders of the technical community, as well as with LACNIC directors and other representatives.

LACNIC will provide funding to support the in-person participation of successful applicants in its annual event. Throughout the program, fellows will have the chance to:

  • Learn more about LACNIC and the services offered by the organization.
  • Receive high-level technical training.
  • Gain an in-depth understanding of the Policy Development Process and participate in deciding on the policies that govern the distribution of Internet resources in the region
  • Participate in the various other interaction spaces provided by LACNIC.
  • Leverage LACNIC's face-to-face event as an opportunity to exchange information and network with industry professionals with similar interests.
  • Contribute to the creation of synergies between different actors that will lead to the creation of working groups on issues of common interest.

Selection Criteria

A committee comprised of LACNIC staff members is responsible for the selection process. This committee analyzes each application and selects the applicants best suited for the program, taking into account the following criteria:

  • Encouraging the participation of individuals attending a LACNIC event for the first time, but who have previously participated in other activities such as courses offered through the LACNIC Campus, webinars, and other training activities offered by LACNIC, and/or who have participated in policy discussions. 
  • Encouraging the participation of technical community members involved in network operation, as well as those with ties to the academic sector.
  • Supporting the participation of women to improve gender representation, as well as applicants from less-favored countries or economies in the LACNIC service region.
  • Supporting the participation of young people and students of technical careers related to ICT and Internet governance, particularly local applicants (those in the city where the event is being held), by waiving their registration fee.

Successful applicants will each be notified directly by LACNIC.
The committee's decisions are final.
The selected applicants must notify their acceptance of the Fellowship Program’s terms and conditions before the deadline.
Fellowships are personal and may not be transferred.
The final list of fellows will be posted on the event website.

Obligations of the Successful Applicants

Before attending the in-person event:

In order to attend the in-person LACNIC event, successful applicants must meet the following requirements:

During the in-person event:

Successful applicants will be assigned a Coordinator, who will guide them during the event and provide the necessary information and support so that each fellow can get the most out of the activities included in the event program. Fellows must comply with the following obligations:

  • Attend all Fellowship Program meetings to which they are summoned.
  • Become familiar with the informative material that will be sent to them.
  • Participate in the interactive tutorial on the Policy Development Process.
  • Participate in the open sessions included as part of the event, especially the Public Policy Forum.
  • Submit a brief written report on their participation in the event.
  • Complete the Event Satisfaction Survey.

Once the event is over, to continue to benefit from the experience, it is suggested that the members of the group:

  • Subscribe to LACNIC's Announcements mailing list.
  • Subscribe to LACNIC's Policy list.
  • Actively participate in the discussions that take place on the Policy list.
  • Keep in touch with colleagues who are also part of the group and encourage others to participate in the LACNIC community.
  • Share the experience and knowledge they gain with their colleagues and local community.
  • Participate in spaces and events within their local community that contribute to regional Internet development.

Scope

LACNIC will provide successful applicants one of the following benefits:

Option 1) Travel (return ticket), accommodation, and registration fee*

  • LACNIC will cover accommodation for one person (single room including breakfast at the venue hotel or at a hotel close to the event venue) for the number of nights required to participate in the entire event.

Any additional hotel expenses (e.g., phone calls, room service, laundry, massages, movies, etc.) will be the responsibility of the Fellow. Bear in mind that hotels may request a credit card guarantee or cash deposit for additional expenses.

  • LACNIC will cover the Fellow's return ticket from their place of residence to the city where the event is held.

LACNIC will not be responsible for airport transfers, airport taxes, or visa expenses. Obtaining any required visas and complying with other requirements such as mandatory vaccination, certificates of negative COVID-19 test results, travel insurance, and any other documentation required to travel to the event location will be the applicant's sole responsibility.
Applicants must take out travel health insurance with COVID-19 coverage at their own expense.

Option 2) Registration fee (local participants only)

Applicants residing in the city where the conference will be held can apply for a fellowship to cover their registration fee only.

Note: * LACNIC member organizations can register two participants for each event free of charge.

Deadline to accept the fellowship:

11 April 2022

Applications received after the deadline will not be accepted.

Successful applicants will be notified directly via email and will have time to confirm their acceptance of the fellowship until 11 April 2022. If an applicant fails to confirm their acceptance of the fellowship before this deadline, the fellowship will be awarded to another applicant.
