Inter-RIR IPv4 Transfers Can Now Be Processed
Policy LAC-2019-01 is now operational, so LACNIC members can initiate and/or receive IPv4 address transfers to or from outside the region without the need for an acquisition or merger between the organizations involved.
LACNIC members interested in offering or receiving IPv4 addresses from organizations registered with another regional Internet registry having a reciprocal policy (RIPE NCC, APNIC and ARIN) must meet all the requirements specified in LACNIC's Policy Manual.
During a webinar where this service was presented, LACNIC CSO Alfredo Verderosa noted that the implementation of this policy (which was approved in mid-2019) involved the work of 25 people at all four RIRS and the two NIRs operating in the region (Brazil and Mexico). “The different teams at LACNIC and the NIRs have spent this time designing new processes and adapting eleven existing systems,” Verderosa added.
He also presented a step-by-step guide (video) on how to initiate an IPv4 transfer both within and outside the LACNIC region. LACNIC'S direct members must complete the corresponding administrative process at http://milacnic.lacnic.net, filling in the forms provided on the platform. Likewise, organizations in Brazil and Mexico must contact their respective NIRs.
A list with information about each transfer will be published on LACNIC's website, including detailed records of the IP addresses involved as well as the offering and the receiving organizations.
LACNIC has released a statement explaining that it does not recognize or authorize transfer brokers (i.e. potential facilitators between offering and receiving organizations), although it does publish a list of individuals and companies who have expressed their interest in being included on these lists to simplify contact between the different parties interested in participating in a transfer.
