Question:

How do you intend to act in favor of small ISPs that are unable to have a CDN for competing with larger ISPs that offer bigger plans thanks to having such technology? LACNIC should stop focusing only on IP addresses and focus on helping the ISP community.

Answer:

Thank you very much for your question. If elected to a position on the Electoral Commission, my activities would consist of monitoring and certifying the election processes for the bodies already defined in LACNIC's Bylaws, such as the Board of Directors and the Commissions. Technical issues can be addressed as an option, participating in the discussion lists, for example, the LACNIC Policy List, in which I invite you to participate, as this type of forum allows proposing policies to strengthen the conditions for the different organizations that are part of the LACNIC community.

Question:

In your presentation, you mention your desire to deploy IPv6 in your country and to be a leader in working towards this goal. I believe that this is a common goal for all of Latin America. What do actions do you propose to promote IPv6 adoption among LACNIC members in general? When do you estimate that these actions will have an effective impact if you are elected and the actions implemented?

Answer:

To meet the goal of promoting the implementation of the IPv6 protocol in my country, I will begin with my experience in the City of Bogotá, as Leader of High-Impact Projects for the District, which were presented and later promoted by the Office of the Mayor of Bogotá. These projects have left their mark and are the implementation of the Standardized Property Identification Code (CHIP, by its Spanish acronym) and IDECA, the latter of which involved working closely with the City Council; it remains an obligation of the entity, the District Records Office, to present to the City Council a report on the advance of the work every six months.

For this new challenge, as the first goal, I must begin with presenting the project to the Department of ICT of the Office of the Mayor of Bogotá. The Project for the Implementation of the IPv6 Protocol must be incorporated into the District's ICT Strategies for 2020-2021, for which this strategy must leverage the need to comply with national Resolution 2710 of the Colombian Ministry of Information and Telecommunications, MinTIC. In parallel, as the head at the Bogota Aqueduct and Sewer Company, in 2020 I was responsible for Phase II of IPv6 implementation in order to set an example and allow our entity to lead the process at the District level.

Finally, accompanying other District entities with our experiences and best practices, managing to promote and consolidate the project at the level of the city of Bogotá, the nation's capital.

The capital is a national benchmark, expanding the knowledge and the strategy to other cities and entities to meet the goal that has been defined.
