2. INTERNET RESOURCE ADMINISTRATION
LACNIC's system allows administrating the contacts of those Entities that have resources that were allocated by LACNIC or the technical contacts for those resources.
In order to do so, a user must log on to the system using his/her USER-ID and personal password:

Through LACNIC's system it is possible to make IP address block allocations to the Entity's clients, remove or modify existing allocations, delegate DNS servers responsible for inverse resolution, remove or modify existing DNS delegations.
In order to make a new allocation, the user must click on the segment containing the block/prefix that he/she wishes to reallocate.
The next screen will initially show the following options: "Delegate" and "Expand".

Allocating the entire address space received from LACNIC to one client is not allowed. Therefore, it is necessary to previously expand the block to the prefix that the user wishes to reallocate.
For example, if an organization received from LACNIC a block with a /20 prefix, this organization will not be able to allocate the entire /20 block to one of its clients. Previously this prefix must be expanded, for example to a /24, and only then will it be possible to make the reallocation to the client.

Once the reallocated block and prefix are available on the screen, the user must click on "Allocate."
On the following screen the system will ask for the OWNER-ID of the Entity to which the block is being reallocated.

If this Entity already has an allocated resource, the Entity will already have its OWNER-ID. In order to find the OWNER-ID, see the section on resource search included in a later part of this document.
If this Entity does not already have allocated resources, the Entity will have to be registered in the system. In order to do this, click on the link "Click here to create a new Entity."
On the resulting screen the following data must be completed:
- Name of the Entity;
- Name of the Entity's administrative contact;
- Postal address;
- Number of the locality;
- Complement of the locality, if existant (For example, floor number within the building);
- Postal area code, if existant;
- State, if existant;
- Telephone country code;
- Telephone area code;
- Telephone number;
- USER ID of the administrative contact.

At the end of this process, the OWNER-ID created by the system will be automatically completed in the field OWNER-ID of the IP block allocation screen.

The system will then require that the allocation be confirmed.

On the initial screen we now see the new allocation.
