System/Whois

1. How do I verify the Owner ID associated to my organization?

All Internet resource allocated by LACNIC has an entity that represents the organization that received this resource. All entities has a identification, which is called "Owner-ID".

In order to verify the "Owner-ID" associated to your organization, you should query the LACNIC whois on any Internet resource your organization has.

In the response of this query there will be a field "ownerid" with the identification of your organization in the system.

2 . How do I verify the resources registered to my organization?

You should query the LACNIC whois on the Owner-ID of your organization.

3 . How could I change the language of the Web system interface?

The web system interface has the option of three different languages: English, Spanish and Portuguese.

The language option could be made at the moment of the user registration. Or after that in the web system.

To do that, you have to connect to the system, then click on "ID Uptade []", and finally change language option.

As in any other modification, this one will only be made after the user send an confirmation, following the instructions he will receive in the e-mail associated to his User ID.

4 . Why does my computer indicate that IP address allocated to my organization have now postal address in Uruguay?

Some traceroute or IP query tools are only configured so far to consult the formerly the 3 only RIR existent (APNIC, ARIN and RIPE NCC).

And before July 2002, the IP addresses inside the block 200.0.0.0/8 (200.0.0.0 through 200.255.255.255) were administered by ARIN. Since then, the information associated to these blocks were transfered to LACNIC.

The ARIN whois server only informs nowadays that the IP block 200.0.0.0/8 was transfered to LACNIC, which head quarter in located in Montevideo Uruguay. It also informs that a further query should be done in the LACNIC whois server.

That is why those tools answer with the postal address of the LACNIC headquarter.

LACNIC is in contact with some developers to help them in repairing this issue.

5 . How could I update the information of the IP block or ASN allocated to my organization?

Before you start to use the LACNIC web interface to manage the Internet resources, it is necessary to update the information LACNIC received.

To do that you have to request first an one-time password, sending an e-mail to hostmaster@lacnic.net . In this e-mail you should inform your LACNIC user-ID and the Owner-ID associated to your organization.

After you receive this password, you should connect to LACNIC web system using your User-ID and personal password, and then click on "Entity Update".

In the following page, you should provide the Owner-ID of your organization and the one-time password that was sent to you.

At the end of this process, all Internet resources allocated to your organization will be available at the system first page. From where they could be managed by this User-ID.

6. How can the resources allocated to my organization be managed?

The administration of IP blocks or ASNs allocated/assigned by LACNIC has to be done by its technical contact through our web system. The technical contact has to login at: http://lacnic.net/login using his userID and personal password.

All resources allocated/assigned to the organization will be available at the first page of the system. The user have to click on any of them to start.

In the case of IP block, after clicking on it, there will be options to make reassignments, DNS delegation, to verify block utilization, remove or change existent DNS delegation.

7. After connecting to the system there is no resource visible at the first page. What could have happened?

In this case you should verify if the userID used to connect to the system is the technical contact of any resource allocated/assigned to your organization. To do that, you should query the whois server about the resource and pay attention at the filed "tech-c" of the response. This filed will indicates which is the userID that has the technical contact rule for this resource.

8. How can I change the technical contact of an IP block or ASN?

This should be done by the administrative contact of the entity which the IP block or ASN was allocated to.

The administrative contact has to login to system and click on the organization name at the first page. Then click on the resource and finally erase the userID at the field "tech-c" and fill it up with the userID of the new technical contact.

DNS

9. What is the purpose of having a DNS server to the IP block allocated to my organization?

DNS server delegation has the purpose to allow the inverse resolution which gives the name associated the an IP address being used.

10. How can someone register a DNS server for inverse resolution?

The technical contact of the IP block should login to system at http://lacnic.net/login , click on the IP block and the on "Deleg". At the next page it will be necessary to inform DNS servers names.

It should be noted that these servers has to be already configured for DNS inverse resolution of the IP block being managed.

11. What does mean messages about "Lame Delegation" being send to me?

"Lame Delegation" means the existence of an inverse DNS delegation with problem. This happens when and DNS server registered as responsible for this type of resolution does not have the correct information about the IP block, and this could lead to errors during the inverse resolution process.

12. How can someone verify the situation of some DNS inverse delegation?

LACNIC whois server gives this information when an IP block with DNS delegation is queried.

This information will be at the "nsstat" and "nslastaa" fields of the whois response.

"nsstat" indicates the delegation status. "nslastaa" indicates the last time a normal situation was observed.

13. Why the system does not accept my DNS servers while trying to DNS delegation?

This can happen when the DNS servers being informed are not configured yet with IP blocks information.

The DNS server has to have information about every network that make up the whole IP block. For instance, in the case of a /20, the DNS server has to have information about all 16 /24 networks that makes it up.

Security

14. Why is LACNIC trying to hack into my computer?

This information is not true.
What might had happened is that your computer firewall is configured to query a registration database without the most precise information.

The great majority of firewalls are configured to query ARIN (America Registry for Internet Numbers) registration database. And ARIN is responsible only for registration and allocation of address to North America Region.

The same way, LACNIC is the organization responsible for registration and allocation of address to Latin America ad Caribbean Region.

There are a total of four regional Internet registries in the world:

     - APNIC [ http://www.apnic.net ] responsible for Asia and Pacific region;
     - ARIN [ http://www.arin.net ] responsible for North America Region;
     - LACNIC [ http://www.lacnic.net ] responsible for Latin America ad Caribbean Region
     - RIPE NCC [ http://www.ripe.net ] responsible European region.

So, your computer firewall querying other registration database not the LACNIC one for resources under LACNIC responsibility would obtain a most generic information.

Your computer firewall should consult LACNIC database resources under LACNIC responsibility.

15. So, how can I obtain the most precise information?

Any information about resources under LACNIC responsibility can be obtained through LACNIC whois tool in two different ways:

     - via web at http://lacnic.net/cgi-bin/lacnic/whois
     - or via nicname protocol: whois -h whois.lacnic.net

16. Which kind of information I am going to obtain using this tool?

You will get information about the organization assigned the IP address, its postal address, technical and administrative point of contact, DNS servers and registration date.

The most important information in the case of an attack attempt are regarding to the organization and its point of contact (either technical or administrative).

The whois tool will identify this information the following way:

     - owner: the organization name;
     - owner-c: administrative point of contact in this organization;
     - tech-c: technical contact for this IP address;

The fields owner-c and tech-c will indicate the user code only. But the complete information about these contacts will be also available at the end of the same whois query response. The complete information will include, name of the person or of a group of persons, the e-mail address, its postal address and telephone number.

17. What should I do if this information is not valid?

The organizations receiving IPs addresses from LACNIC have the commitment to keep their registration information updated.

But, in the case it is noticed that some information is invalid we ask you to communicated the fact to hostmaster@lacnic.net informing the IP address with invalid registration information.

18. What should I do with this information in the case of an attack attempt?

Once you have identified the organization assigned the IP address pointed out by your firewall as the origin of the attempt, as well as its point of contact, you should sent them a polite message asking them to investigate and to take the measures against the user trying to attack your computer, according to their policies.

In this message you should include the IP address pointed out as the origin of the attempt and the time it occurred. This information is available in the logs of your firewall.

19. Can not LACNIC punish the user of this IP address?

No. LACNIC has not legal or technical means to do that.

LACNIC is just the organization responsible for registration and allocation of IP address ranges, whose responsibility is to inform to which ISP or organization some IP address was assigned to.

Only the ISP or the organization assigned the IP address has condition to identify the user of some IP address under their responsibility.

20. I have received a lot of unsolicited advertisement e-mails (spam), and some security programs have identified LACNIC as the source of this. Why is that?

As mentioned above, some security programs are configured to query other database about IP address under LACNIC responsibility. Therefore, at that database they will find only generic information about these IP addresses.

This does not indicated that LACNIC is the responsible for the spam delivery.

You should make a query in the LACNIC database about the IP addresses under its responsibility and that might be the source of these spam messages.

21. Can not LACNIC just remove my e-mail address from these spam messages distribution lists?

No. As mentioned above, LACNIC is not sending these messages, so it does not keep any e-mail distribution list.

22. How can I protect myself against these unsolicited e-mails?

Some useful instructions to protect or minimize the problem:

     - never answer to any spam message. This will only confirm that you e-mail address is a valid one.

     - tell the responsible for the IP address originating the spam about it. Sometime they didn't know their computer is being used for this purpose.

     - avoid to publish your e-mail address at web sites. Try to use some free e-mail address when it is strictly necessary to inform some e-mail address in order to have some service or shopping conclude via Internet. This e-mail address could be abandoned easily in the case it starts to receive spam.

Legacy Resources

23. What are legacy resources?

Some Internet Resources are considered legacy if allocated/assigned before RIR (Regional Internet Registry) formation. Any Internet resource (IP block or ASN) allocated/assigned before 1997 December 28th is considered legacy.

24. Is there any difference between legacy and non legacy resource?

No. Both are valid Internet resources that can be used with no restriction by the organization it was allocated/assigned to.

After the RIRs formation policies to allocate/assign resources were suggested and approved by community in each region. Then new allocations/assignments was done following such policies. That why this differentiation is important.

25. Can an organization request additional block if it has some legacy one?

Yes. And to do so, it will be necessary to fill up the template available at: http://lacnic.net/en/registro/ip-isp.html

The organization will have to show the utilization of the previous block in order to be approved an additional one. After the approval, the previous block will no longer be considered legacy.
And the organization will became member of LACNIC and its category will be determined based on the amount of IP address allocated/assigned to it, which includes the formally legacy block and the additional one.

The organization will entitled to renovation fees for the blocks allocated/assigned to them.

26. Can the legacy resources be managed through LACNIC web system?

Yes. Any resource registered in LACNIC's database can managed through that system.

Therefore, some resources were transfer from ARIN to LACNIC, and these need to be updated. Only after this update they will be available at the web system.

27. How can the resources be updated?

The update process aim to associate new technical contacts to IP blocks or ARN and administrative contact to organization to which these resources was assigned.

In some cases besides the contact update, it is also necessary to correct or change the organization name that has the custodianship of these resources. In these cases, a transfer should be requested.

Any organization established in the LACNIC coverage area , can request the following Internet resources:
- IPv4 block;
- IPv6 block;
- ASN (Autonomous System Number).

30. What is the criteria to receive IP block from LACNIC?

Basically, if an organization is service or connectivity provider (ISP), it should demonstrate efficient utilization of at least 8 /24 blocks, or 4 /24 blocks if this organization is multi-homed (two or more upstream providers), in order to justify the allocation of a /20 block, which is the minimum prefix size for this type of organization.

If the organization is an end-user, which is the organization that is going to use the address block to its own infrastructure and not to provide service the others, it should demonstrate the efficient utilization of at least 8 /24 blocks in order to justify the assignment of a /20 block.

In the case of end-user organizations that are multi-homed, LACNIC has a special policy to assign smaller blocks with the minimum prefix size of /24. In this case the organization should demonstrate the efficient utilization of at least a /25 block.

31. My organization have requested an ASN, which was approved and assigned, therefore we have not received the IP block yet. What might be missing?

ASN request does not include IP block request implicitly. These are two distinct request that have to be sent separately and using the proper template for each kind of resource.

If the organization needs ASN and IP block, it should send to requests, one for each resource.

32. My organization is starting its operation as provider and does not have IP block yet. Can it be requested to LACNIC?

LACNIC has a special policy for organizations that had make a significant investment to start their operation as service or connectivity provider and don have IP blocks yet.

33. My organization was already approved to receive an IP block and the Registration Service agreement was signed and sent to LACNIC, but we have not received the IP block. What might be missing?

After the approval the organization has to sign two copies of the Registration Service agreement, send it to LACNIC and also it has to pay the registration fee.
You should verify if this fee was also payed.

34. After the approval of our IP or ASN request we made the registration fee payment, but we have not received the resource yet. What might be missing?

Besides the registration fee payment, your organization has to sign the registration Service agreement and then send it to LACNIC. You should verify if this agreement was signed and sent to LACNIC.

Payments

35. How can someone pay the IP or ASN registration fee?

LACNIC accepts two payment methods: wire transfer and credit card. Instruction about how to proceed with the payment is sent with the approval e-mail.

36. Is it necessary to pay for every additional block requested?

If the organization is an ISP it is not necessary, because the type of organization pays an annual renovation fee for all allocations received, which grants them request as much additional blocks as they need.

If the organization is an end-user, it will be necessary to pay the registration fee for each block approved, be it initial or additional.

37. How can someone verify the renovation or maintenance due date of an IP block or ASN?

Normally, the due date is the allocation/assignment date of the resource.
