Open Panel - Future IPv6 Actions in the Region (FLIP-6 and LACTF)
One of the issues that should be discussed is how to formalize the election of the FLIP-6 moderator.
GV asked Jordi to comment on how the European region has gone about creating the working groups on IPv6, whether there is any documentation available, how this has been implemented in countries where the groups did not exist; GV also requested that Jordi provide guidelines on how to do it.
Jordi replied that basically it depends on local culture, that there are approximately 20 TFs in European countries, that there are differences among the activity levels of each group and in the way they interact. The main guidelines for creating a TF are to be willing to drive the initiative forward, find leaders, form a directive committee made up by government, regulator, education sector, local industry and users. He added that what is most important is that each country's local industry participates.
GV commented that each country has its own peculiarities, and that it is precisely for that reason that we should develop some type of guidelines for constituting a TF.
Jordi observed that the steps to follow would be to start with a first meeting, to define what are the group's objectives at a local level, in addition to promoting and disseminating the use of the IPv6 protocol among local industry. Once these objectives are defined, a framework document should be created defining the TF structure. After LACNIC, as coordinator of Latin American and Caribbean TFs, determines that there is consensus at the level of the particular country, and authorizes Jordi to delegate the domain, that is the moment to take the next step which is to begin generating a net that has contents, mailing lists, and launch activities. Those who are just beginning can look to those that already exist for ideas. The most important thing is that there are individuals willing to take the leap, to motivate the startup and lead the efforts.
Azael stated some creative criticism regarding the website, saying that it is important to keep it updated and translated.
Jordi observed that it is impossible to make the effort required for translation, and he asked everyone to cooperate and work on this because the published material is very interesting.
Sebastián observed that at the moment of incorporating content (on the Argentine site) they had the same problem, that they do not have the resources for translations, but that they decided that it would be bilingual in the sense that there are texts both in English and in Spanish but that they cannot assume the responsibility for translations. He also posed the question of why news are not being generated directly in Spanish.
Jordi said that he will attempt that news be generated in Spanish. For example, the deployment of IPv6 at NAP Ar by Cabase has generated news. He proceeded to ask how many of those present did not have IPv6 prefix but were planning to request one during the following days or weeks. Approximately 10 or 12 individuals present in the room replied affirmatively.
Jordi observed that they will try that in a term no longer than 6 months, these 12 will be capable of having a pilot project in operation, providing them all their support, contacting them with their upstream providers, facilitating alternative traffic if these providers cannot provide it, and helping then produce a press note to announce that they are operating a pilot project and that they are willing to cooperate with clients who are interested in the matter.
P. Allietti commented that on the LAC IPv6 TF website a committee of 6 or 7 individuals was made up for receiving news and translating them when necessary, that the idea was to publish news only in Spanish. Nothing has been received so far, but he agrees on publishing news both in English and in Spanish.
Jordi proposed using the RSS mechanism on both websites and that they be bilingual, both in English and in Spanish; to publish the moment translations are ready.
Sebastián wanted to make it clear that what is important is to participate in the Forum, if we do not have a local chapter, to do it at Latin American level, global level or at any other level. He emphasized that what is important is to participate and drive the issue forward, that this is our function.
Jordi mentioned that participation through registering in the Forum must be fomented.
Guillermo Cicileo of Retina observed that FLIP-6 deserves to last longer, at least one whole day. He added that it should be formalized with the designation of a moderator, having a presentation evaluation committee made up by several persons, and make it more formal in general. His opinion is that the forum should remain within the sphere of LACNIC as its promoter, but that it should be consolidated as a forum.
Germán agreed with these comments and stated that he believes that both the FLIP-6 as well as the TF should be made more formal. He added that Marcelo Bagnulo cannot continue to assume all the responsibility. Mariela was designated moderator provisionally for this opportunity. The proposal is that we search for leadership that will allow us to move forward with the suggestions received during these sessions. He agreed with the idea of having a committee for evaluating proposals.
Mariella observed that Germán had summarized the conclusions and that all of this will be taken to the mailing list.
