Nominations for representatives to the NRO Number Council / ASO Address Council from LACNIC region

Candidates

Dear LACNIC community:

Next, the application received for the position that will remain vacant from January 1, 2019. The candidate will begin his term on that date.

This is a public call for nominations to fill one (1) vacancy on the NRO Number Council (NRO NC) corresponding to the LACNIC region which will be created when Ricardo Patara ends his term (on 31 December 2018).

The members of the NRO Number Council fulfill the functions of the ASO Address Council of ICANN.

The appointed representative will serve a term of three (3) years starting on 1st January 2019.

Elections

Calendar:

• Call for nominations opens: 25 July, 2018 (from 18:00 UTC)

• Candidate reception and validation period closes: 25 August, 2018 (until 18:00 UTC)

• Publication of the list of candidates (in alphabetical order) with their respective expressions of support: 30 August, 2018

• Presential elections: 25 September, 2018, at the Public Policy Forum of LACNIC 30 LACNOG 2018 event

• Publication of the official results: 26 September, 2018

• Any individual from the LACNIC region may be nominated in this process, except for Regional Internet Registry staff members, members of LACNIC's Board of Directors, and any individual having the same nationality as one of the ASO/AC members elected by the LACNIC community and currently in office*.

• Self-nominations are allowed.

• To be eligible, candidates must state that they are familiar with the LACNIC Policy Development Process, the role of the ASO AC, and the mechanisms through which the community can participate in these processes.

• Only candidates who receive at least five (5) expressions of support before the corresponding deadline may run in the election.

• Information on the candidates (acknowledgment of nominations, expressions of support, candidate bios) will be published on LACNIC's website.

• If the deadline for candidate nominations expires and no candidates meeting all the requirements have been nominated, an additional 15-day nomination period will be announced during which the limitation regarding candidates’ country of origin will be waived.

• Should a member of the ASO AC be elected to the LACNIC Board of Directors, such member must resign from the ASO AC before taking office on the Board.

• Voting takes place during a meeting of the LACNIC Public Policy Forum at one of the anual events of LACNIC.

• Anyone who is inside the room when the voting begins may vote.

• Each voter may check the name of one (1) candidate on the voting sheet. Each checkmark will be counted as one vote.

• Votes are anonymous.

• A three-member commission appointed during the Public Forum will be responsible for counting the votes. Candidates may not be part of this commission.

• Once the votes have been counted, the candidate with the highest number of votes will be proclaimed representative of the LACNIC region.

• In the event of a tie, the candidates with the highest number of votes will proceed to a second round of voting from which all other candidates will be excluded.

NRO Number Council / ASO Address Council

The ASO is one of ICANN's supporting bodies and advises on topics relating to Internet numbers and addresses. It was formally established in October 1999, when the directors of APNIC, ARIN, and RIPE NCC – the three existing RIRs at the time – subscribed a Memorandum of Understanding (MoU). The RIRs had previously proposed the creation of the ASO in a letter addressed to ICANN's Interim President on 23 July 1999.
The creation of this organization introduced ICANN into the existing global policy development system for matters relating to IP addresses, a system which the RIRs were already operating. RIRs predate ICANN.

NRO

The RIRs (APNIC, ARIN, LACNIC, and RIPE NCC) created the Number Resource Organization (NRO) on 24 October 2003 in order to provide a visible framework for their joint and collaborative activities.

On 21 October 2004, the NRO and ICANN subscribed a Memorandum of Understanding. Following its official recognition as an RIR on 27 April 2005, AFRINIC became the fifth member of the NRO and, consequently, a party to the MoU between ICANN and the NRO.

Powers and Responsibilities

The NRO has the following goals:

• To protect unallocated address space
• To promote and protect an open, participatory policy development process
• To serve as a coordination mechanism for Regional Registries on matters of common interest
• To act as a focal point between the RIRs and the Internet Community in general

The Address Council (AC) is responsible for the ASO's administrative functions.
Another important role of the AC is to appoint members of the ICANN Board of Directors. This is achieved through an open call for nominations and an open selection process.

Council members do not represent any of the RIRs nor do they act in representation of any other entity or organization. Council members are appointed in a personal capacity and their position may not be delegated by or to any other individual or organization.

Meetings

LACNIC covers travel and accommodation expenses to those events where participation of the representatives is required so that they can better fulfill their role in representation of LACNIC.

Members of the Address Council will not receive from the ASO any compensation or reimbursement of expenses for their services. Likewise, the ASO will not indemnify or provide liability coverage for the actions of members of the Address Council.

Positions on the ASO are honorary, therefore members do not receive compensation for their services.
