LACNIC XVII took place from 6 to 11 May, 2012 in the city of Quito, Ecuador. SUPERTEL was the local host, while Corpece also supported the event. The meeting was attended by 494 delegates from 32 different countries (21 countries from Latin America and the Caribbean and 11 countries from other regions). Almost 50% of delegates were from the host country.
Participants included representatives from different sectors such as governments, academia, ISPs, NAP and ccTLD operators, content providers, security experts, international carriers, other Regional Internet Registries, ICANN, and Civil Society.
Simultaneous interpretation in three languages (Spanish, English and Portuguese) was provided for all plenary sessions, which were also broadcast via webcast. Remote participation was significant.

This meeting, the first of its kind to be held at a LACNIC conference, brought together more than 50 attendees responsible for strategic and operational decision making for the most important Internet service providers, content providers and other technology companies of Latin America and the Caribbean. During the meeting they were encouraged to exchange ideas and experiences that will help them face the challenges of a new Internet landscape where new technologies offer new opportunities but can also generate deep changes for the business models currently in use on the Internet.
More than 200 attendees were present at this informative session to which first-time and sponsored participants were invited. A general introduction to LACNIC, the meetings it holds, and LACNIC's fellowship program were presented during the meeting.
The 5th Meeting of the Latin American and Caribbean Governments Working Group was held during LACNIC XVII. Government representatives from 12 different countries participated in this meeting, either in person or remotely.
The meeting discussed topics specific to LACNIC's agenda, such as IPv6 and the role of governments in the deployment of the new protocol, as well as other issues relevant for governments (CMTI, AMNT and the two upcoming ITU meetings that will take place later this year in Dubai).
That same day, there was also a meeting between local Ecuadorean authorities, LACNIC authorities and various stakeholders representing the Latin American and Caribbean Internet community.
Alejandro Acosta, FLIP6 Forum Chair, presented an annual report on the activities carried out by the Latin American and Caribbean IPv6 Task Force.
During the meeting, various speakers promoted the adoption of the IPv6 protocol in Latin America and the Caribbean and the exchange of experiences regarding the implementation of IPv6 services and applications in our region.

A breakfast for Women and ICTs was held for the first time at a LACNIC event. The meeting was attended by more than 40 women. During this very interesting meeting, all participating women commented on their experiences with ICTs as well as on their role within the organizations they represent. Bijal Sanghani, from Euro-IX, presented the Net-Girl initiative.
During this general session, Raul Echeberria, LACNIC's Executive Director, and Carolina Aguerre, LACTLD's General Manager, presented reports on their organizations.

More than 15 Internet traffic exchange point operator representatives met during LACNIC XVII in order to agree on and coordinate future actions. OC-IX (Open Caribbean Internet Exchange) from Sint-Maarten joined the group as a founding member.
BoF (Birds of a Feather) meetings are informal gatherings of people who share a common interest. During the conference, LACNIC staff organized BoFs on DNS and Routing. In addition, a community-sponsored BoF on the creation of best practice documents was also held. Each of these meetings was attended by 20 to 30 participants. Topics discussed included DNSSEC, BGP, RPKI, IPv6 and best practice document creation.
As already traditional at LACNIC's annual events, LACTLD held a policy workshop and its member assembly where new authorities were elected.
The Network Security event was held in two parts: the first one on Tuesday, in parallel with the Public Policy Forum; the second one as Thursday's main event.
The event's agenda included presentations by numerous regional and international computer security experts as well as top-level guest speakers.

The following policy proposals achieved consensus during the Public Policy Forum at LACNIC XVII and have now moved on to the 45-day last call for comments period:
The ratification of global policy GPP-IPv4-2011 by the ICANN Board was also reported. In our region this policy is identified as LAC-2011-05.
The following policies did not achieve consensus and were sent back to the mailing list for further discussion:
Raul Echeberria (LACNIC) presented a proposal for the election of the region's representative to the ASO AC/NRO NC.
Updates from the other Regional Internet Registries and IANA were also presented, as were various NRO statistics.
Within this forum, the FRIDA Program presented its 2012 call for projects on ICTs for development.
The election of a moderator for the Public Policy Forum was also held. Max Larson Henry was proclaimed Forum Co-Moderator, and his mandate was renewed for two more years starting after the Quito Public Policy Forum.
Likewise, the election of the region's representative to the ASO Address Council / NRO Number Council was held. There were two nominees for the position, and Ricardo Patara was proclaimed the winning candidate. He will assume his new responsibilities starting on January 1st, 2012 until December 31st, 2015.
In addition, reports on LACNIC's projects and initiatives from the Customer, Communications and Engineering departments were presented.

PANEL: "Strategies for Broadband Deployment in Latin America and the Caribbean", with the participation of top-level experts from four different countries of the LAC region. More than 200 attendees took part in this meeting, which allowed identifying consensus on the importance of promoting Internet Exchange Points (IXPs), developing friendly regulatory environments and encouraging competition. The need for local content creation as well as the importance of hosting copies of global content (caches) were also highlighted.
And agreement between LACNIC and AEPROVI was signed for the installation of a copy of the L root server in Ecuador. This agreement was signed within the framework of the +RAICES Project, which seeks to strengthen global infrastructure and Internet stability through the installation of anycast copies of the L root server (operated by ICANN) in various countries of the LACNIC region.
Another activity that took place was the Second Regional Meeting of Computer Security Incident Response Teams, which was attended by close to 40 Latin American and Caribbean representatives. In addition to presentations on CSIRT-related issues, participants exchanged experiences and discussed the various challenges that the teams must face, be it when responding to a security incident or when creating a new CSIRT.
The Forum Chair, Milton Kaoru Kashiwakura, opened the meeting and presented its objectives.
Following the opening remarks, several reports were presented by different IXP representatives and there was also a panel on the WCIT (World Conference on International Telecommunications), the ITU, and the Internet.

LACNOG also met within the framework of LACNIC XVII. During this session, an update on what the forum achieved during LACNOG 2011 was presented and a discussion panel was held. In addition, details of World IPv6 Launch Day were announced, as was the LACNOG 2012 event that will take place in October in Montevideo, Uruguay.
The annual report, balance sheets, and Fiscal Commission and External Auditor's reports as at December 31st, 2011 were approved by unanimous vote of the Member Assembly.
New members of the Fiscal and Electoral Commissions were also elected. The winning candidates for these positions were Adriana Ibarra (Fiscal Commission) and Guilermo Cicileo (Electoral Commission).
Also approved were a proposal to waive IPv6 fees until July 1st, 2013 and a proposal to simplify ranges for assignment sizes for end users.
