Policy development

LACNIC operates based on a self-regulation model according to which the rules or policies governing Internet resource administration are developed by the community through a public, participative and transparent process. This process is open to anyone who wishes to take part in it and is built on the achievement of consensus.

Open participation of all stakeholders ensures that these policies are in line with the interests of the Region, thus safeguarding the community as a whole. Before being presented at the forums to gain consensus, all proposals are submitted and discussed on the policy mailing list.

To be approved, a proposal must reach consensus both on the discussion list and at the forum.

A proposal may modify either the policy manual or the Policy Development Process (PDP) itself.

The policy manual is the public document that includes all the policies that have been implemented in the LACNIC region and that determine how we must manage resources.

The PDP validates the creation and modification of the policies that the RIR will apply within its region.

Marcela Alejandra Orbiscay, Argentina (term expires in Public Policy Forum 2025)

Marcela Orbiscay has a degree in Information Systems specializing in Telematics. She works at the National Council for Scientific and Technical Research (CONICET) in Mendoza, Argentina. She is a member of the National Technological University's ICT Research and Development Group (GridTICs), where she collaborates in research projects related to IPv6 and IoT.

Complementing her technical education, she has a degree in Public Administration and professional knowledge in public policy design, implementation, and evaluation.

She is currently a member of the Board of Internet Society Argentina and co-chair of the IETF Day Workshop at the Argentine IT Conference (Jornadas Argentinas de Informática). She is also a part of the LACNOG Program Committee and co-chair of the LACNOG IoT list. She serves as a mentor in LACNIC's Mentoring Program, which promotes the participation and leadership of women in the LACNIC community and the Internet ecosystem.

She has been actively participating in LACNIC and LACNOG meetings since 2011.

Sergio Rojas, Paraguai (term expires in Public Policy Forum 2026)

Sergio Rojas began his relationship with technology back in 1997 —the year when the Internet was first deployed in his native country, Paraguay— while working for some of the market's pioneer ISPs. He was then head of ICT for a United Nations project and also worked as an independent consultant for GTZ, the German Technical Cooperation Agency.

In 2009, Sergio joined LACNIC as Head of Registration Services (2009-2020) and one of his main responsibilities was managing Internet number resources (IPv4, IPv6 and ASNs) for the region of Latin America and the Caribbean.

He currently lives in Montevideo, Uruguay, and works as Interconnection Manager & Latin American Outreach at PCH (Packet Clearing House).
